PURPOSE OF THE JOB

Manage Rolling Stock Manufacturing activities through 6 Elementary production units performing boiler making, welding and painting. Ensure the delivery commitments On Safety, On Time, On Quality and On Cost.

In this respect the person in charge complies with Ethics and Compliance policies.

Main Responsabilities

Key accountabilities:

  • Ensure the best EHS practices and performance as per defined targets
  • Deliver production plan On Time, with expected Quality and Cost
  • Improve the processes and performance
  • Develop manufacturing competencies (managers and blue collars)
  • In collaboration with industrial team, improve or deploy new industrial means and standards
  • Ensure Alstom Performance System (APSYS) deployment and maturity development

People Management:

  • Manage a team of people in terms of the full scope of Human Resource applications (i.e. Jobs & Skills, Training & Qualification, Workforce, Staffing & organization)
  • Manage the end to end People Management and People Review cycle for the area of responsibility
  • Manage all employee relations and labour relations matter in relations to the area of responsibility
  • Ensure that the team complies to all policies and procedure
  • Deploy and comply with all applicable policies and procedures in terms of people management
  • Responsible for employee relations on the shop floor

Performance measurements:

  • EHS: IFR 1 and IFR2
  • Delivery On Time
  • Spent Time vs Method Time
  • CONQ (Cost of Non Quality)
  • Non Productive Hours/Indirect hours

Strategic Objectives:

  • To Ensure control procedures are being adhered to
  • To ensure that resources are available to achieve operational objectives.
  • To motivate, develop and direct subordinates to achieve operational objectives.
  • To ensure that the financial objectives in terms of WIP and projects are achieved.
  • To ensure that the management of risk meets ALSTOM ROLLING STOCK requirement and guidelines and standards.
  • Ensure timeous and accurate reporting on manufacturing activities.
  • Ensure that the department comply with EHS, ISO 9001:2008 and OHSAS 18001 & ISO 14001 standards.

Main Required Competences

Educational Requirements

Mandatory:

  • Engineering degree in Operations, Industrial/Technical Diploma or Equivalent

Desirable:

  • Technical Degree

Experience

Mandatory:

  • + 10 years of experience in Industrial or Manufacturing

department management

  • Proven track record of working in a manufacturing plant
  • Proven track record of managing large operational teams of +-100 or more people
  • Experience in management of a blue collar labour relations
  • Solid knowledge and experience with people process, I.e performance management, development, discipline,
  • Solid knowledge and working experience with the Occupational Health and Safety Act

Desirable:

  • None
  • MEIBC knowledge
  • Heavy manufacturing experience, including welding
