Job Purpose
The Department of the Premier, Western Cape Government has an opportunity for competent individual to manage the Performance Consulting Unit and to render a performance consulting service.
Minimum Requirements
Appropriate 3 year National Diploma/B-degree (equivalent or higher qualification); A minimum of 3 years middle management experience.
Recommendation
Honours degree in Human Resource Management or Law; Experience in management of poor work performance, incapacity, incapacity due to ill health/injury and operational incapacity.
Key Performance Areas
Advise, support and facilitate people managers with the management of poor performance, incapacity, incapacity due to ill health/injury and operational incapacity; Capacity building by facilitating training, roadshows and information sessions on all levels (SL1 – SL 16); Plan and manage the work of and account for the overall performance of the Performance Consulting Unit; Manage and facilitate the performance management and probation processes of HOD'S/DG and SMS.
Competencies
Knowledge of the following: Policy Development; Budgeting processes; National and Provincial instruments and legislation pertaining to human resources management with specific reference to the Public Service Amendment Act, Public Service Regulations and Labour Relations Act; All Bargaining Council resolutions;
PSC guidelines.
Skills needed: Written and verbal communication; Analytical thinking; Strategic thinking; Budgeting; Computer Literacy; Ability to analyse, conceptualise and implement policy; Conflict resolution; Monitoring, evaluation and reporting; Presentation; Problem Solving; Research.
Remuneration
All-inclusive salary package of R 896 436 per annum (Salary Level 11)
Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
Notes
Shortlisted candidates will be required to submit documentation for verification purposes and criminal record vetting. These candidates will be required to do a practical and attend interviews on a date and time determined by the department and may also be required to undergo competency assessments/proficiency tests. The selection process will be guided by the EE targets of the employing department.
