Position Summary The Learning and Development Specialist is responsible for leading the design, implementation, and evaluation of training, talent, and leadership development strategies to support organisational performance and transformation.
This role incorporates strategic responsibilities including BBBEE compliance (Skills Development), Employment Equity, SETA liaison (WSP/ATR submissions), and talent management, including succession planning and high-potential development.
It requires a strong blend of technical knowledge, facilitation skills, compliance awareness, and project management capabilities Role and Responsibilities Learning & Development Strategy
  • Conduct training needs analysis (TNA) and implement learning solutions aligned to business goals.
  • Design, develop, and deliver blended learning programmes (classroom, e-learning, and on-the-job).
  • Evaluate the impact of learning interventions using feedback, ROI, and performance metrics.
Talent Management
  • Develop and implement talent management strategies that align with workforce planning and business needs.
  • Identify, assess, and track high-potential employees for accelerated development.
  • Coordinate talent reviews and career conversations with line managers and executives.
Succession Planning
  • Develop and maintain a succession planning framework for key roles across the organisation.
  • Partner with business leaders to identify critical roles and potential successors.
  • Support capability building and development plans for successors and emerging leaders.
Leadership Development
  • Design and manage leadership development programmes (first-line, middle, and senior leadership).
  • Support mentorship, coaching, and executive development initiatives.
  • Build leadership capabilities aligned with organisational culture and strategy.
BBBEE & Employment Equity Compliance
  • Drive implementation of the Skills Development element of the BBBEE scorecard.
  • Partner with the EE Committee to support the Employment Equity Plan through training initiatives.
  • Ensure compliance with relevant legislation (EEA, SDA, BBBEE Codes).
Onboarding & Induction
  • Design, coordinate, and deliver structured onboarding and induction programmes for all new employees.
  • Ensure smooth integration of new hires into the company culture, values, and operational expectations.
  • Continuously improve the onboarding experience based on feedback and business changes.
Learnership Management
  • Identify, register, and manage learnerships aligned to organisational and BBBEE goals.
  • Liaise with training providers, SETAs, and internal stakeholders for implementation.
  • Monitor learner progress, attendance, assessment, and certification processes.
  • Manage contracts, stipends, documentation, and outcomes reporting.
SETA Liaison & Compliance
  • Compile and submit Workplace Skills Plans (WSP) and Annual Training Reports (ATR).
  • Liaise with relevant SETAs for grant opportunities, learnerships, internships, and bursaries.
  • Manage learnership and internship pipelines aligned with transformation goals.
Suwon Liaison
  • Effectively drive yearly HQ Learning and Development KPIs
  • Monitor mandatory training completion rate and ensure 100% training completed by due date
  • Liaison between Suwon office and AO for Leadership training
  • Attend Monthly LnD calls
HR and Managerial Support
  • Support HR and business leaders in workforce development and transformation strategy.
  • Oversee external training providers and ensure vendor compliance.
  • Assist in managing the learning and development budget and reporting.
Reporting & Systems
  • Maintain accurate training records and manage the Learning Management System (LMS).
  • Provide detailed reports on training activities, skills development spend, talent pipeline, and compliance.
  • Ensure audit readiness for EE, Skills Development, and BBBEE verification.
Skills and Qualifications Education
  • Bachelor's Degree in Human Resources, Industrial/Organisational Psychology, Education, or related field.
  • Skills Development Facilitator (SDF) certification – strongly recommended.
  • ETDP SETA-accredited training/facilitation qualifications – advantageous.
  • Formal training or certification in Instructional Design, Facilitation Adult Learning or Learning and Development methodologies (e.g. 6Ds, ADDIE) - advantageous
Experience
  • 5–7 years in L&D or OD role, including compliance, leadership development, and learnerships.
  • Experience managing onboarding and succession planning.
  • Proven track record with WSP/ATR submissions and SETA engagement.
  • Experience in BBBEE Skills Development and Employment Equity implementation.
  • Proven track record of designing, developing and delivering leadership development and soft skills programmes across various levels in a large organisation
