Job Purpose

The Quality Assurance Manager ensures that all training programs, assessments, and operations within the training centre adhere to national quality standards and regulatory requirements, including PSIRA, SAQA, and relevant SETA/QCTO. This role is responsible for maintaining accreditation, implementing internal audits, monitoring training quality, and improving training effectiveness nationally.

Key Responsibilities

  • Develop and implement a quality assurance framework to ensure training programs meet national and regulatory standards.
  • Ensure compliance with PSIRA regulations, SAQA unit standards, AVSEC regulations, and SETA/QCTO accreditation guidelines.
  • Regularly conduct internal audits of training processes, assessments, and learner records to ensure compliance.
  • Monitor and evaluate training delivery quality, including facilitators, assessors, and learner progress.
  • Liaise with SETAs/QCTO, accrediting bodies, and external auditors to ensure ongoing accreditation and adherence to quality standards.
  • Develop and implement strategies for continuous improvement in the training process.
  • Conduct training evaluations and feedback sessions with learners, trainers, and employers to enhance program quality.
  • Develop and manage systems for documentation, tracking learner assessments, moderation, and certification (Manage Administration Department).
  • Review and update policies and procedures to meet industry best practices and regulatory changes.
  • Compile and submit reports on quality performance, audit outcomes, and non-compliance issues to senior management.
  • Ensure all trainers and assessors are up-to-date with quality assurance standards and conduct training and moderation as needed

Qualifications and Experience


Requirement


Description


Minimum Qualification


National Diploma in Education, Quality Management, Training & Development, or related field.


Experience


Minimum 5 years in a quality assurance or training management role, preferably in a regulated or accreditation environment.


Certifications


Registered Assessor and/or Moderator qualification (preferable).


Systems Knowledge


Proficiency with LMS (Learning Management Systems) or QMS (Quality Management Systems), and MS Office Suite.


Regulatory and Compliance Knowledge
  • PSIRA: Ensures all training complies with the Private Security Industry Regulatory Authority's standards and regulations.
  • SAQA: Expertise in SAQA unit standards and accreditation procedures.
  • SASSETA: Knowledge of the Sector Education and Training Authority's regulations for the safety and security sector (including QCTO and AVSEC).
  • ISO 9001: Knowledge of global quality management standards applicable to training environments.
  • POPIA: Ensures compliance with the Protection of Personal Information Act in handling learner data.


Performance Indicators

  • Compliance rate with internal and external audits.
  • Improvement in training outcomes (pass rates, learner satisfaction, etc.).
  • Timeliness and accuracy of audit and evaluation reports.
  • Successful maintenance of accreditation with SETAs and PSIRA.
  • Effective implementation of continuous improvement strategies.
