Job Advert Summary

The incumbent will be responsible for identifying and procuring the goods and services that are required by the Rand
Water Group. Identifying service providers, who can supply these goods and services, negotiate prices and arrange
for the purchase and delivery of goods and services.

Minimum Requirements

National Diploma or Bachelor’s degree in Supply Chain, Procurement, Engineering, Financial Studies; Legal studies
4 + Years of Procurement or Supply Chain Management working experience
Working knowledge of the regulatory requirements/aspects of SCM and basic understanding of contract law.
Project management understanding, experience thereof will be advantageous

Primary Duties

Ensure compliance to SCM policy, procedures and processes of all contracts intended to source goods and services;
Create and maintain an active audit trail for all SCM procurement activities;
Ensure the implementation of RFI/RFP/RFQ processes and projections to support bid documents in alignment with
internal processes and procedures;
Provide guidance during site clarifications with regard to Rand Water SCM processes to prospective service
providers;
Facilitate presentation of various reports, proposed contract documents to various SCM committees;
Advise and ensure compliance of respective committees to all SCM legal and regulatory requirements;
Facilitate interaction with the market for all new and active bids;
Understand the SCM processes so as to advise business on the best procurement strategy to employ in the
procurement of goods and services;
Monitor contract expiry dates, or stock levels so as to make necessary procurement initiatives while there’s still time.
Facilitate and ensure the sourcing process is efficient and as short as possible.

Knowledge

Demonstrate thorough knowledge of the
national SCM regulations i.e. PFMA,
PPPFA, CIDB Best Practice etc.
Know by heart Rand Water customised
contract suits e.g. FIDIC, NEC3
Create reports on sales, budget and
customer satisfaction and adjust buying
strategies accordingly.
