Job Advert Summary
The incumbent will be e responsible for ensuring that SCMD staff’s procurement activities are carried out in full compliance with regulatory requirements, and Rand Water Policies and procedure, including the SCM policy.
Minimum Requirements
- Bachelor’s or Honors degree in Business, Commercial studies, a legal qualification or internal audit qualification is advantageous
- 4 + years’ experience in Compliance Management or related functions;
- Computer literacy (MS Office);
- Proven experience and good working knowledge of regulatory compliance management processes and techniques in a procurement environment, including implementing of risk management plans, drafting of policies, implementing and performing compliance training is a necessity
- Ability to review, and implement guidelines and operating processes
Primary Duties
- Perform day-to-day compliance work within the program in order to ensure achievement of objectives
- Play a leading role in coordinating commentary for revising the SCM policies and procedures;
- Perform/conduct internal SCM audit reviews periodically in line with the approved audit plan to ensure that compliance procedures are followed;
- Preparing compliance reports as an output from compliance audit and risk management activities;
- Advise and ensure compliance of respective committees to all SCM legal and regulatory requirements;
- Perform SCMD compliance training with internal staff and stakeholders;
- Tracking of generic compliance risk indicators through action plans (impact analysis/assessment) to respond to regulatory changes and to address shortfalls in compliance by Rand Water through SCMD
- Ensure proper and adequate record keeping is in place
Knowledge
- Procurement Knowledge and understanding of national SCM regulations affecting the procurement process including PFMA, PPPFA, CIDB best practice
- Respectable level of interpersonal skills, including the ability to liaise effectively with a range of stakeholders in providing expert contract management advice to enable achievement of desired
- Good relationship management with user departments there by being able to identify risks, solutions and opportunities in each contract with the respective suppliers
- Proven track record in building successful internal relationships
