Job Purpose
Provincial Treasury, Western Cape Government has an opportunity for a suitably qualified and competent individual to maintain and monitor departmental asset register, report on moveable assets and render logistical and auxilary services to the department.
Minimum Requirements
3-year National Diploma/B-Degree (equivalent or higher qualification) in Financial Management, Supply chain management policy development or Law; A minimum of 1 year experience in Supply Chain Management.
Recommendation
Experience in relevant systems (LOGIS, BAS, Eps etc); A valid (Code B or higher) driving licence. NB: People with disabilities that restrict driving abilities, but who have reasonable access to transport, may also apply.
Key Performance Areas
Processing of requisitions for the placing of orders; Processing of all supplier invoices to ensure timely payment, accuracy, and compliance with relevant procurement and financial regulations; Perform monthly procurement and logistics analysis and reporting to monitor supplier performance, spending trends and policy compliance; Manage, maintain and ensure of an effective consumable management service for the Department; Supervise human resource staff.
Competencies
Knowledge of the following: Public Finance Management Act (PFMA), National Treasury Regulations (NTR’s); Provincial Treasury Directives / Instructions (PTI’s); SCM regulations, policies and procedures, applicable delegations; Financial management processes; Procurement best practices including sourcing strategies and the different mechanisms for procurement; Procurement policies / procedures.
Remuneration
R 397 116 - R 467 790 per annum (Salary level 8)
Note on remuneration in addition service benefits or obligations for qualifying employees (medical assistance, housing assistance, pension-fund contributions, etc) are funded or co-funded in terms of the applicable prescripts or collective agreements.
Notes
Shortlisted candidates will be required to submit documentation for verification purposes and criminal record vetting. These candidates will be required to do a practical and attend interviews on a date and time determined by the department and may also be required to undergo competency assessments/proficiency tests. The selection process will be guided by the EE targets of the employing department.
