Job Purpose
Provincial Treasury, Western Cape Government has an employment opportunity for a suitably qualified and competent individual to render acquisition management services to the department.
Minimum Requirements
Senior Certificate (Grade 12 or equivalent qualification); A minimum of 3 years acquisition management experience.
Recommendation
Post school qualification in Financial Management, SCM Policy Development or Law.
Key Performance Areas
Compile quotation specification as required for procurements; Sourcing of quotations for all purchases; Assist with coordinating (synergising), reviewing and executing the bidding process; Facilitate Records and Information Management of the Division; Supervise human resource staff.
Competencies
Knowledge of the following: Public Finance Management Act (PFMA), National Treasury Regulations (NTR’s), Provincial Treasury Directives / Instructions (PTI’s); SCM regulations, policies and procedures, applicable delegations; Financial management processes; Procurement best practices including sourcing strategies and the different mechanisms for procurement; Procurement policies, procedures and contract management.
Skills needed: Report writing and data analysis; Customer service orientation; Ability to work independently and as part of a team; Ability to supervise.
Remuneration
R 325 101 - R 382 959 per annum (Salary level 7)
Note on remuneration in addition service benefits or obligations for qualifying employees (medical assistance, housing assistance, pension-fund contributions, etc) are funded or co-funded in terms of the applicable prescripts or collective agreements.
Notes
Shortlisted candidates will be required to submit documentation for verification purposes and criminal record vetting. These candidates will be required to do a practical and attend interviews on a date and time determined by the department and may also be required to undergo competency assessments/proficiency tests. The selection process will be guided by the EE targets of the employing department.
