Purpose of Role

We are seeking a Monitoring, Evaluation and Learning (MEL) Specialist to support our measurement efforts during the programme and afterwards. The key focus will be to design, manage, and provide regular information as part of the AGGPA’s programmes, which will monitor progress against the organisations long-term and short-term goals. The M&E Specialist will be responsible for ensuring robust practices around the design and collection of data which follow sound M&E practices.


We are looking for an all-round team player ready to operate flexibly in a fast-paced entrepreneurial environment. We need you to help us improve on the delivery and efficiency of our programmes’ medium-term outcomes and assessments with a view towards long-term studies which will help us measure our contribution and impact. Your tasks and responsibilities will change regularly as we grow our programmes and develop new ones based on data-driven decisions which are aligned with our long-term goals. You will need to learn quickly and always be ready and keen to accept new challenges. But at the same time, help us stay true to fostering a strong data-informed culture.

Objectives of Role

  • Tracking of predetermined milestones linked with AGGPA’s theory of change.
  • Evaluation of implemented programmes – efficiency of delivery (participant perspective from regular short-term surveys & baselines).
  • Mid-term analysis – effectiveness of interventions in terms of how they are contributing to the development of participants and their ventures.
  • Outcomes-based analysis – long term impact evaluations (success measures).
  • Plan and manage internal evaluations with the purpose of ensuring sustainability of best practices identified and gauging programme and organisational impact.
  • Stakeholder engagement and training in preparation for their roles in terms of reporting.

Experience and Qualifications

  • A master’s degree in monitoring & evaluation, social sciences, statistics or other relevant discipline is highly desired; is an added value.
  • At least 5 years M&E experience working on monitoring, evaluation and research, managing data intensive programs, and designing monitoring and evaluation methodologies and tools, with progressively increasing responsibility.
  • Experience in knowledge management and dissemination of research findings.
  • Demonstrated expertise in the design and implementation of rigorous quantitative and qualitative research studies, rapid appraisals, and methods for data analysis preferred.
  • Experience visualizing/presenting data for stakeholders.
  • Past exposure or experience in youth development and/or working in different African markets will be an advantage.
  • Past experience in creating and setting up M&E processes and systems.

  • Knowledge of MEL issues and development of relevant indicators for system strengthening capacity building and service delivery.
  • Excellent report writing, analytical and communication skills, including oral presentation skills.
  • Excellent written and verbal communication skills for coordinating across teams.
  • A drive to learn and master new technologies and techniques.
