Requirements

• Relevant 3-year tertiary qualification, preferably a National

Diploma, Btech or B Com with financial accounting as a

major subject

• 8 Years and above relevant experience

Key Performance Areas

• Lead, direct and manage the planning, financial management

and implementation of budgeting and budgetary control,

financial year-end procedures, audit queries, monitoring

and review processes

• Advising, guiding and ensuring compliance as it relates

to all current legislation, policies, standard operating

procedures and processes

• Manage the compilation of the annual capital and operating

budget within the context of the complex budgetary functions

and routines for the Finance Directorate

• Coordinates of the Directorate’s responses to various

audit queries from the Auditor-General.

• Ensuring compliance with the Municipal Standard

Chart of Accounts (mSCOA) for all departments

within the Finance Directorate

• Manage the drafting and submission (to external funders)

all contractual financial reports for all funds received that

relate to Finance Directorate

• Manages capital and operating revenue and expenditure

for the Directorate according to relevant legislation,

council policies

• Manages all service level agreements for the Directorate

in line with relevant legislation, council policies and

procedures

• Management of GRN’s in line with relevant legislation,

council policies and procedures

• Implement processes that ensure the correct Value-Added

Tax (VAT) treatment for the various projects on SAP

• Manage the conducting of financial risk management

assessments for Finance Directorate.

• Manage the asset verification process of the directorate
