About The Job

The CSIR has a vacancy for Governance and Compliance Specialist in the Legal and Compliance Portfolio. The purpose of this job is to lead the training and advising on, implementation and review of Public Finance Management Act (PFMA) compliance for the CSIR. To manage the loss control and internal control function activities for the CSIR. To ensure adherence to legal, ethical, and regulatory standards by developing, implementing, and monitoring corporate governance frameworks. The position is based in Pretoria.

This position reports to the Manager: Compliance Services.

Key Responsibilities

  • Participate and contribute to the review and implementation of the loss control framework and monitor irregular, fruitless and wasteful expenditure (IFWE).
  • Review policies, processes and procedures relating to the management of IFWE for improvement and efficiency in line with the Public Finance Management Act (PFMA) and Treasury Regulations and Instruction Notes.
  • Perform determination tests to transactions flagged for possible IFWE by analysing particulars of non-compliances with IFWE governance framework and establish facts and losses to the CSIR, if any, related to the transaction.
  • Compile and submit condonation applications to National Treasury relating to IFWE to comply with the existing governance frameworks.
  • Conduct awareness campaigns, training staff on loss control, and advising on internal control improvements.
  • Facilitate smooth statutory audits and attend to various legislative information requests and reports required by National Treasury, Auditor-General South Africa and the Department of Science, Technology and Innovation (DSTI).
  • Coordinate and schedule meetings of the multi-stakeholder IFWE Forum, arrange and coordinate Board travel, prepare agendas and board packs.
  • Participate in the development, implementation, maintenance of the organisation¿s governance framework in line with PFMA, King IV and National Treasury guidelines.

Qualifications, Skills And Experience

  • Minimum qualification NQF 7 qualification in Law, Commerce, Internal Audit Service, Risk Management with at least eight years¿ experience of public sector governance and compliance.
  • A minimum of five years¿ experience managing and reporting on loss control function activities in terms of PFMA.
  • In-depth knowledge of PFMA regulations and reporting.
  • Experience in the operations of a company secretarial and governance management function, application of King Code and public sector governance protocols.
  • Professional Membership is advantageous
    • Charted Secretary (CGISA)
    • Compliance Practitioner (CPrac)
    • Certified Risk Manager (CRM)
    • Certified Internal Auditor
  • All international qualifications require an evaluation report / certificate issued by the South African Qualifications Authority (SAQA).
