Position Purpose
To support the implementation of the Metering, Control & Instrumentation assets Lifecycle management strategy and philosophy (medium and long-term) to ensure that Transnet Pipelines’ Metering, Control & Instrumentation infrastructure and equipment capacity requirements are met and sustained in the long term, in accordance with company and departmental business objectives.
The provision of Metering, Control & Instrumentation subject matter expertise (SME), the execution of Metering, Control & Instrumentation projects (maintenance and or capital of nature), the execution of Metering, Control & Instrumentation related Research and Design, the compilation of policies, standards, & procedures, high level / detailed investigations and problem solving, Metering, Control & Instrumentation SME support to others including projects, and Research & Development actions to ensure a continued, updated, adequate, fit for purpose, functional pipeline network and related Metering, Control & Instrumentation and piping equipment for the safe transportation and distribution of liquid petroleum and crude products and gas for Transnet Pipelines.
To ensure effective and efficient operation of aboveground storage tanks (API 653 Inspections, maintenance and Refurbishments), and critical Metering, Control & Instrumentation equipment (pumps, valves) through root cause analysis and execution of maintenance contracts
Position Outputs
Support and implement road map plans for the; life cycle asset management of MC&I pipeline infrastructure in order to ensure a fully operational and safe Process Control System (SCADA) compliant to the latest standards. Execution of lifecycle plans for the Metering, Control and Instrumentation Metering, Control and Instrumentation assets, the remaining usable life, their suitability to market demands, shortages and surpluses and ensure proper planning for the maintenance, upgrading, replacement and scrapping of the assets, where applicable. Support and review the performance of all Metering, Control and Instrumentation infrastructure assets and implement both technology and maintenance audits to determine if their performance and Condition is according to the approved maintenance standards, operational standards and degradation rates to ensure quality and operational needs are achieved. Where applicable, modify to ensure alignment to the maintenance standards.
Conduct root cause analysis, investigations, research & development (R&D) on complex engineering chronic problems and ensure the RAMOS is achieved. Review and Approval of P&IDs designs, new technologies and conducting testing, and commissioning of the instrumentations or station. Ensure Operational Readiness for new assets in terms of maintainability, spares availability, skilled maintenance and operational personnel and technical support and facilities. Develop, implement and ensure effective utilisation of a technology for maintenance management system, ensuring information is always up to date and available for audit and legal requirements. Provide mentorship and training of new engineers to ensure they have the in-depth technical knowledge required and adequate skill transfer. Network with original equipment manufacturer (OEM) within allowed Supply Chain Services (SCS) norms on system performance, new technologies and high-level support where required (locally and international).
Support continuous improvement using Lean Six Sigma within the Metering, Control and Instrumentation assets management, by introduction of world-class maintenance standards to ensure high Metering, Control and Instrumentation asset availability and reliability and reduction in maintenance cos. Identify, recommend, and manage the implementation of Metering, Control and Instrumentation engineering and re-engineering projects related to asset repairs, maintenance, refurbishment, rehabilitation and replacement activities to improve the performance and condition of the assets in a cost-effective manner. Benchmark, source, implement and monitor systems and tools to ensure effective asset lifecycle management and keeping abreast of latest market developments, training and ensuring correct deployment.
The incumbent is responsible for effectively and efficiently controlling Metering, Control & Instrumentation equipment and capital development projects, as well as providing expert technical support to Operations and other technical disciplines and providing a consultation service to external parties (e.g. National Bodies and private industry) as and when required. The Incumbent approves all Metering, Control & Instrumentation aspects of Capital Projects for Transnet Pipelines under the supervision of the Senior Metering, Control & Instrumentation Engineer or Principal Engineer.
Qualifications and Experience
BSc or BEng or BTech in Electronics Engineering, 3-5 years’ experience in a large organisation with a complex operations and commercial environment within a petrochemical maintenance or engineering environment Requirement of trust and honesty in the handling of finances as per the National Credit Act Amendment 19, Must be willing to accept GMR 2.7 assignments. Added Advantage: Lean Six Sigma, Eligible to registered with ECSA as a Professional Engineer/Technologist Standard Job Requirements Driver’s license code 08 Travel as required and approved.
