Minimum Requirements

An appropriate 3-year tertiary qualification (National Diploma/B-Degree or higher) in Human Resources/Industrial Psychology/ Public Management or related qualification; A minimum of 3-years middle management experience in a human resource management environment.

Key Performance Areas

Manage the appointment of nominated candidates on PERSAL; Oversee the administeration of contract appointments, extensions and developmental programme appointments (e.g. internships); Manage employee movements, including promotions, transfers, secondments and acting appointments; Ensure accurate, compliant and timely processing of all appointment-related transactions; Monitor high-volume appointment transactions and ensure adherence to turnaround times and prescripts; Ensure adherence to approved turnaround times and service standards for all appointment transactions. Provide oversight and managent of Compensation Administration. Oversee Governance, Policy, and Advisory Services to ensure compliance and effective implementation. Plan and manage the work of and account for the overall performance of the Subdirectorate. Manage, motivate, train and guide staff within the subdirectorate, to achieve and maintain excellence in service delivery

Competencies

Knowledge of the following: Working experience with the legislation, regulatory frameworks, policies and best practices that have a bearing on the line functions; Knowledge and understanding of information systems that aid in the management of knowledge and information pertaining to the line function; Knowledge and understanding of project management. nowledge of operational management practices; Knowledge and understanding of procurement and tendering processes; Knowledge and understanding of policy development, and operational management, monitoring and review processes; Knowledge and understanding of modern systems of governance and administration; Knowledge and understanding of public service procedures, processes and systems; Knowledge and understanding of the regional and local political, economic and social affairs impacting on the provincial government of the Western Cape; Knowledge and understanding of Constitutional, legal and

institutional arrangements governing the South African public sector; Knowledge and understanding of public finance, human resources and discourse management processes; Knowledge and understanding of the Public Finance Management Act; National and Provincial Treasury Regulations, other financial policies, prescripts, directives and collective agreements; Knowledge and understanding of the functioning of the province and the activities of sister departments/related functional areas; Knowledge and understanding of the policies of the

government of the day; Knowledge and understanding of Labour Relations legislation and regulations; Knowledge and understanding of performance management in general.

Skills in the following: People Management ; Excellent communication (verbal and written); Ability to cope with repetitive tasks in a highly regulated environment; Ability to analyse, conceptualise and implement policy; Ability to do complex calculations; Advanced proficiency in MS Office, Monitoring, evaluation and reporting, problem solving abilities and strong analytical skills, strong organising and multitasking skills, attention to detail and accuracy, project management skills, proficiency in Excel and presentation software, ability to interpret HR metrics and data to drive informed decision-making and continuous improvement.

Remuneration

All-inclusive salary package of R 932 292- R 1 098 195 per annum(Salary Level 11)

Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.

Notes

Shortlisted candidates will be required to attend interviews on a date and time determined by the department and submit documentation for verification purposes and criminal record vetting. All shortlisted candidates shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements and the other must be an integrity (ethical conduct) assessment. The selection process will be guided by the EE targets of the employing department.
