Job Purpose

The Department of Premier, Western Cape Government has an opportunity for a competent individual to ensure individual performance and development service.

Minimum Requirements

A qualification at NQF level-6 as recognised by SAQA - An appropriate 3-year National Diploma (NQF 6)/Degree in Human Resource Management and/or Industrial Psychology and 5-years or more experience in a Human Resource Management environment.

Key Performance Areas

Facilitate and administer probation and performance management processes, including communication, training, and information dissemination within departments. Monitor performance management activities against the departmental timetable and compile regular progress reports. Facilitate, guide, and oversee the development and administration of performance agreements, including quality assurance, assessments, and moderation processes for Heads of Department, Senior Management Service (SMS) members, and other employees. Provide training and support to SMS members and employees on PERMIS-related queries and processes. Deliver performance management advisory services, as well as administrative and operational support to people managers and employees, ensuring alignment between individual and departmental performance outcomes. Liaise with provincial and national departments on matters relating to performance management and probation. Contribute to the development, review, and updating of policies, standard operating procedures (SOPs), and methodologies for the Performance Administration and Performance Consulting Unit. Manage and supervise staff within the unit.

Competencies

Knowledge of the following: Performance Management and Development Systems (PMDS), including applicable directives, collective agreements, resolutions, and policy instruments across Salary Levels 1–12, OSD employees, Ministerial Employees, and SMS. Probation Management frameworks, policies, procedures, and best practices, including monitoring, assessment, and management of poor performance. Public Service legislative and regulatory frameworks, including the Public Service Act, Public Service Regulations, and related prescripts. DPSA performance management frameworks, guidelines, and compliance/reporting requirements. HR information systems, including PERSAL, PERMIS, and related systems (functionality, data integrity, and reporting capabilities). Labour Relations principles relating to performance and probation (poor performance, incapacity, disputes, procedural fairness). Records management principles, audit requirements, and document control practices. Governance, compliance, and accountability frameworks within the Public Service.

Skills needed: Supervisory and people management skills. Strong administrative, coordination, and organisational skills. Verbal and written communication skills. Report writing and data analysis skills. Computer literacy, including MS Office and HR systems (PERSAL/PERMIS). High attention to detail and accuracy (especially for compliance and audit requirements). Problem-solving, planning, and analytical skills. Ability to work under pressure and meet deadlines.

Remuneration

R R 487,197 - R 573,897 annum (Salary Level 9)

Note on remuneration in addition service benefits or obligations for qualifying employees (medical assistance, housing assistance, pension-fund contributions, etc) are funded or co-funded in terms of the applicable prescripts or collective agreements.

Notes

Shortlisted candidates will be required to submit documentation for verification purposes and criminal record vetting.
