The Opportunity: Why Bilingual?
As our portfolio of international clients expands—particularly heavy infrastructure, engineering, and renewable energy consortiums—we require a Senior HR Officer who is fully bilingual in Mandarin Chinese and English.
Based on-site at our Cape Town operations, you will serve as the vital strategic bridge. You will interpret the highly regulated, complex nuances of South African labour frameworks for international corporate clients, while leading day-to-day HR excellence and fair, compliant workforce management on the ground.
Key Responsibilities
End-to-End HR Operations: Lead, execute, and scale day-to-day HR administration, workforce planning, performance management, and onboarding frameworks aligned with our compliance-first ethos.
Bilingual Advisory & Client Liaison: Act as the primary interface for Chinese-speaking client executives and expatriate management, translating complex local labor requirements into clear, actionable strategic advice.
Employee & Industrial Relations: Oversee grievance handling, conflict resolution, and disciplinary processes. Ensure all on-site practices strictly mirror South African legislative requirements to mitigate corporate risk.
Policy & Documentation Design: Develop, maintain, and roll out localized HR policies, tailored job descriptions, and employment contracts for client sites.
Regulatory Compliance & Reporting: Coordinate internal compliance audits and provide accurate HR analytics and insights to executive management concerning local bargaining councils, OHS regulations, and BCEA standards.
What We Are Looking For
Language Mastery: Absolute professional fluency in Mandarin Chinese and English (both written and verbal) is non-negotiable.
Education: Bachelor’s degree or equivalent qualification in Human Resources Management, Industrial/Organizational Psychology, Labour Relations, or a related field.
Proven HR Grit: Minimum of 5–7 years of experience in a senior or generalist HR role. Direct experience within labour outsourcing (TES), engineering, construction, or heavily regulated project environments is highly advantageous.
Legislative Fluency: In-depth, practical knowledge of South African labour legislation—specifically the BCEA, LRA, OHSA, and foundational familiarity with CCMA and Bargaining Council (e.g., MEIBC/BIBC) processes.
Soft Skills: Outstanding communication, coaching, and stakeholder-influencing capabilities, backed by an uncompromising commitment to confidentiality, ethical judgment, and fair labor practices.
