Assistant Director: Financial Entity Oversight

The Department of Science, Technology and Innovation is looking for a Deputy Director: Financial Entity Oversight to provide financial oversight and ensure effective and efficient utilisation of financial resources by the DSI entities.
1. Budget Planning
a) Make inputs during the development of strategic plan and Annual Performance plans of entities e.g linkage and alignment with budget
b) Make sure that the projected funding requirements of the entities are aligned with the DSI budget in order to ensure effective working capital management
c) Develop and continuous review of a standardized financial reporting framework to ensure compliance with rules and regulations.
2. Expenditure Monitoring
a) Analyse the Annual reports of entities and advise on financial and audit matters
b) Liaise with the Internal Audit unit at DSI on matters raised by the Auditor General and DSI Internal Auditors
c) Provide recommendations for the improvement of the financial challenges facing the entities of the Department.
d) Manage the process of and ensure that quarterly reports of entities are analysed according to financial indicators, i.e, working capital ratios, debt management ratios etc.
e) Assist the directorate: management accounting to evaluate transfer request submissions to entities
3. Implementation and Management of Budget and financial reform:
a) Ensure the utilisation of financial resources by entities are used for the intended purpose as agreed with DSI.
b) Performing verification of some information provided in the entity’s quarterly performance reports.
c) Co-ordinate and provide support to the CFO’s Forum that take place between the CFO of the Department and CFOs of the entities and coordinate the implementation of meeting decisions.
4. Provide entity support regarding financial matters
a) Monitor and provide guidance to entities of financial compliance
b) Provide support to entities when applying financial assistance from the National Treasury
c) Be a key liaison person between National Treasury and the entities
d) Advise the department on how the entities could implement initiatives that will ensure financial sustainability
Qualification
National Diploma /B. Degree (NQF6/ 7) in Accounting / Financial Accounting / Financial Management / Public Management / Administration with financial management / financial accounting as one of the major subject.
Experience
At least 3 years’ experience in public entity oversight or monitoring /financial management / financial accounting.
Knowledge
- Public Finance Management Act,1999 (Act No.1 of 1999)
- Treasury Regulations issued in terms of the Public Finance Management Act,1999 (Act No.1 of 1999).
- Office of the Accountant-General Instruction Notes.
- Cash basis of accounting and transaction processing rules applicable to the Basic Accounting System (BAS).
- General Recognized Accounting Practice (GRAP) and knowledge of General Accepted Accounting Practice (GAAP).
Skills
- Excellent Accounting and Mathematical Skills
- Be Computer literate on an expert level, especially regarding MS Excel, Word and PowerPoint.
- An added advantage should be exposure to MS Access and the theory relating to relational data basis.
