JOB TITLE: Mechanical Design Engineer

Role Purpose

The role of a Mechanical Design Engineer is to plan, execute and coordinate engineering and design activities of the project. To conduct design reviews, support the processes of design consultants appointment & management, project engineering, commissioning support ensuring consistent application of agreed procedures and utilization of standard forms.

Mechanical Design Engineer’s Roles & Responsibilities

General

  • Conduct the mechanical engineering and design activities on the project.
  • Own mechanical packages.
  • Ensure the design management process is being followed on the project by either taking on the role directly or supporting an individual on the project team responsible for this role.
  • Account for the commissioning process during the design and engineering development stage

EHS

  • Read and understand EHS Plan.
  • Read, understand and promote the mechanical safe systems of work (MSSW)

Procurement

  • Produce pre-qualification packs (PQP) for design services and RFQ’s for equipment. Forward to project quantity surveyor for Subcontractor Package or Procurement Manager for Purchases.

RFQ Shall Include

  • o Scope of Works
  • o Drawings and Specifications
  • o Compliance, Deviation and Exclusion Matrices
  • o Schedule - deliveries, installation and commissioning requirements

PQQ shall be in line with MP17 - Selection and appointment of design consultants.

  • Evaluate RFQ and PQP returns for technical compliance and scope alignment, report to the project manager, quantity surveyor and procurement manager.
  • Mark-up equipment and design services quotes to advise the project manager of the correct scope that aligns with the technical submittal and design brief.
  • Develop and update procurement & design schedule/tracker with project planner. Continuously update the tracker until all technical submittals achieve status A, design deliverables accepted and materials/equipment have been delivered.

Quality

  • Be engaged and utilize the documentation workflow for the project. Documentation generation, peer review, submission, re-submission, distribution etc.
  • Review, comment and understand Quality Plan.
  • Develop the project scope specific ITP considering project specification, client and local requirements.
  • Develop system tracker including equipment detail, interfacing details (electrical & control), commissioning checklists and walkdown requirements
  • Develop and agree testing protocols for FATs and SATs.
  • Attend, supervise and record FATs for CFCI/OFCI equipment.
  • Coordinate and record the execution of SATs as dictated in the ITP.
  • Review and understand any local authority requirements and arrange submissions and sign off.
  • Develop lessons learned log of the project and continually update.
    • o Indicate what the learning was
    • o What the outcome or mitigations were
    • o Indicate whether it was an internal finding or should be reported externally
    • o Indicate if it was a cost, time or both impacts.
  • Develop BCAR, LEED, and BREEAM plan in line with the ITP and organize the associated inspections.
  • Compile BCAR, LEED, and BREEAM certificates as required and include in the pack.
  • Ensure O&Ms are produced in line with the specification and agreed program.

Planning

  • Understand and provide input and updates to the project schedule.
  • Input ROJ dates of CFCI equipment onto the equipment tracker.
  • Request and monitor the OFCI delivery dates.
  • Attend 12 week look ahead meetings.
  • Flag any procurement or commissioning roadblocks and risks with planner and PM.

Engineering & Design

  • Complete familiarisation and technical reviews on projects and record notes. Pose questions to the estimators and submit relevant RFI’s for clarifications on design/ scope.
  • Develop systems tracker along with equipment tag references, details and interfaces.
  • Develop and track design responsibility matrix/ contractor design portion (CDP).
  • Develop Design Deviation and Exclusions Log to ensure the team are aware of the agreed deviations and exclusions from design.
  • Validate the design using the request for information (RFI), design review process and performing the appropriate high level technical calculations.
  • Identify, evaluate and propose value engineering or cost saving opportunities from a technical perspective.
  • Develop schematic’s when gaps exist in the design.
  • Review and understand The BIM execution plan, the Commissioning Plan and the Tracking Plan for the project.
  • Review the federated BIM model.
  • Manage and review the coordinated drawings for construction to ensure it is in compliance with the P&ID’s and schematics and that there is sufficient access to plant and equipment for commissioning, maintenance and replacement.
  • Manage the controls vendor and monitor the BMS progress- design development, procurement, SOOs, HFATs, SFATs
  • Development and track Technical Submittals until Status A.
  • Manage change from a technical perspective, updating change logs and schedules as required.
  • Tag Devices and instrumentation, spot each device on site in consultation with controls vendor and designer.
  • Chair biweekly technical meetings with members of the design team, subcontractors and internal project engineering team.
  • Verify pipe and pump, duct and fan sizing and ensure design selections are suitable.
  • Manage equipment vendors and specialist contactors when off site.
  • Assist in the production of the O&M manuals in compliance with the specification.
  • Undertake client training as required.
  • Execute the project design and engineering process to ensure compliance and mentor junior design and project engineers when required.
  • Structured mentoring of the graduate engineers in line with plan agreed with Engineering or Design Manager.
  • Assist in technical review of tenders when required.
  • Ensure all engineering trackers are updated and maintained live, including design decision trackers, technical submittals, RFIs, benchmarks trackers for the design and preconstruction project stage.
  • Attend and contribute to engineering and design kick-off meeting at the outset of the project and record the minutes when required.
  • Attend and contribute to weekly engineering and design meetings and record the minutes when required.
  • Action items identified during meetings are closed in a timely manner.
  • Contribute to the development of project package specific scope of works (SoW), to be provided to the project manager and commercial team for sub-contractor appointment.

Testing and Commissioning

  • Assist in development of commission ability studies of the systems, flag any potential issues through the RFI process.

Risk Management

  • Proactive Risk Oversight
    • o Assist in risk identification for the packages owned, assessment, and mitigation strategies for engineering and design activities
    • o Addressing technical, schedule, resource and regulatory risks
    • o Collaborate with operations teams to ensure a seamless transition to the operational phase.
  • Continuous Risk Monitoring and Resolution
    • o Monitor and track identified risk.
    • o Taking ownership of resolutions and corrective actions.
    • o Escalate significant risks to senior engineering, design and project management as required.

Communication

  • Contribute to the development of weekly engineering and design reports and trackers.
  • Populate the project risk log and highlight any risks that arise to the project manager.
  • Manage and resolve risks and potential roadblocks with mitigation and management plans.

Commercial

  • Understand the commercial fundamentals of a project including, budgets, material substation.
  • Understand commercial impacts of potential variation and assist the quantity surveyor in compiling variations.
  • Advise the project quantity surveyor and the project manager of any potential cost impacts to the project on an ongoing basis.

HR

  • Mentor graduate and junior design engineers and assist in their development.
  • Attend CPD workshops and events.
  • Proactively and vigilantly keep information secure and fully comply with the Kirby Information Security Management System (ISMS).
