Quality Control Officer: Renewable Energy (Wind, Solar PV, BESS & MV/HV Grid Works)
WBHO Construction (Pty) Ltd
Job Summary
We are seeking a diligent and detail-focused Quality Control Officer to support the delivery of quality on our utility-scale renewable energy construction projects, including Solar PV, Wind, Battery Energy Storage System (BESS), substation, and grid connection infrastructure.
This is a site-based, delivery-focused role. The Quality Control Officer is responsible for implementing the project quality management plan on the ground. Working within the framework and procedures established by the Quality Control Manager, the Officer ensures that quality activities are carried out correctly on site, that inspections and tests are witnessed and recorded, that quality records are captured accurately, and that handover documentation is compiled completely and on time.
In particular, the role is responsible for the practical execution of Inspection and Test Plans (ITPs): ensuring that hold and witness points are observed, that inspections happen when they should, that results are recorded and signed off, and that the supporting documentation is captured and controlled. The Officer is the person who makes sure the quality system is followed faithfully at the work face.
The successful candidate will be conscientious, well-organised, and trustworthy, with strong record-keeping discipline and the integrity to record quality outcomes accurately, even under time pressure. This role offers a clear development path toward Senior Quality Control Officer and, in time, Quality Control Manager.
Key Responsibilities
Quality Management Plan — Implementation
- Implement the project quality management plan and quality control procedures on site, as established by the Quality Control Manager.
- Ensure day-to-day construction activities are carried out in accordance with approved drawings, specifications, method statements, and applicable standards (including SANS, IEC, NRS, and client requirements).
- Act as a visible quality presence at the work face, supporting site teams and subcontractors to work to the required standards.
- Escalate quality concerns, recurring issues, and trends to the Quality Control Manager (or the Site Agent where the Quality Control Manager is not permanently on the site).
Inspection and Test Plan (ITP) Execution
- Execute and monitor ITPs on site, ensuring that hold points, witness points, and surveillance points are observed and not bypassed.
- Arrange, attend, and witness inspections and tests at the required points, and ensure the correct parties are notified in good time.
- Verify that work is inspected and signed off before it is covered up or before the next activity proceeds past a hold point.
- Record inspection and test results accurately and ensure the required sign-offs are obtained and filed.
- Flag any instance where work has proceeded past a hold point without inspection so that it can be addressed.
Inspection, Testing and Verification
- Conduct routine quality inspections and checks of civil, mechanical, and electrical works across active work fronts.
- Support inspection and verification of key activities including WTG foundations, MV and HV cabling, transformers, inverters, BESS installations, substations, and balance of plant works.
- Witness and record sampling and testing activities (for example concrete sampling, torque checks, insulation resistance, and continuity testing) as set out in the ITPs.
- Verify that measuring and test equipment in use is calibrated and within its calibration period.
Quality Records and Documentation
- Capture, compile, and control quality records, including inspection records, test reports, checklists, and certificates.
- Use the project's digital quality and document management systems to log and store quality records accurately and promptly.
- Maintain accurate, legible, and traceable quality documentation, ready for review by the Quality Control Manager, client, or owner's engineer.
- Ensure records are filed against the correct work packages, locations, and ITP references.
Non-Conformance and Punch List Support
- Identify and report non-conformances, and raise non-conformance reports (NCRs) in line with the project procedure.
- Track open NCRs and support their timely close-out, including capturing evidence of corrective action.
- Maintain and track punch lists and snag lists, and follow up to ensure items are closed out and verified.
- Support the Quality Control Manager with root cause information and close-out documentation as required.
Handover and Close-Out Documentation
- Prepare and compile handover packs and quality dossiers, including collating as-built records, test certificates, inspection records, and material certificates.
- Progressively assemble handover documentation as work is completed, rather than leaving it to the end of the project.
- Identify and chase missing records and certificates so that dossiers are complete and accurate by the time of taking-over.
- Support the close-out of punch lists and the finalisation of completion documentation.
Materials Receipt, Traceability, Handling and Storage
- Inspect and verify incoming materials and equipment against delivery notes, specifications, and certification requirements on receipt at site.
- Record and report any discrepancies, damage, or short deliveries, and quarantine non-conforming materials where required.
- Maintain material tracking and traceability records for materials and equipment arriving on site, including batch, lot, and serial numbers, and link delivered items to their certificates, test records, and final installation locations.
- Monitor the handling, storage, and preservation of materials and equipment on site to ensure they are stored in accordance with manufacturer and specification requirements and protected from damage and deterioration.
- Monitor the handling and movement of equipment from delivery and storage areas to installation locations to prevent damage in transit on site, with particular attention to sensitive items such as PV modules and tracker components.
- Support pre-commissioning, commissioning, and energisation activities by capturing the associated quality and test records.
Health, Safety, Environment and Conduct
- Comply with all site health, safety, and environmental requirements, and participate in toolbox talks, risk assessments, and site inductions.
- Conduct all quality activities with honesty and integrity, recording outcomes accurately and never signing off or recording work that has not been properly inspected.
Required Qualifications & Experience
- National Diploma or Certificate in Electrical, Civil, or Mechanical Engineering, Construction, Quality Management, or a related discipline; or a relevant trade or quality control qualification.
- Approximately 2–5 years of site-based experience in construction, quality control, or inspection, ideally within renewable energy, power, substation, industrial, mining, or infrastructure projects.
- Working knowledge of quality control processes, ITPs, inspections, testing, and quality record-keeping.
- Ability to read and interpret construction drawings, specifications, and ITPs.
- Familiarity with applicable standards (SANS, IEC, NRS) is advantageous.
- Computer literate, with the ability to use digital document management and quality record systems.
- Strong attention to detail and well-developed record-keeping discipline.
- Valid driver's licence and willingness to work site-based with monthly R&R, and to travel to and reside on project sites.

- Welding inspection or non-destructive testing qualifications (for example CSWIP or equivalent) for candidates supporting balance of plant steelwork and structures.
- Exposure to utility-scale Solar PV, Wind, or BESS projects.
- Progress toward, or eligibility for, Candidate registration with ECSA or SACPCMP will be advantageous.
