This Opportunity

The Kingdom of Lesotho is implementing its Mission 300 National Energy Compact as part of a global initiative led by the African Development Bank and World Bank Group to provide energy access to 300 million Africans by 2030. The effort is supported by development partners including Global Energy Alliance for People and Planet, which are helping mobilize funding and accelerate energy access investments. To support delivery, Mission 300 encourages the creation of Compact Delivery and Monitoring Units (CDMUs) to track progress, identify bottlenecks, and implement corrective actions. Lesotho has established a CDMU and Monitoring Unit spearheaded by the Deputy Prime Minister.

Palladium, which is part of the MSA under Global Energy Alliance for People and Planet, is seeking a Clean Cooking and Space Heating Expert to support the Lesotho CDMU. This Expert will support the Ministry of Energy, CDMU and Monitoring Unit in rolling out a clean cooking and space heating campaign to promote clean cooking and space heating technologies countrywide. This role will help coordinate clean cooking and space heating activities across government and stakeholders, support strategy development, advocacy campaigns, private-sector engagement, and data collection, and contribute to the rollout of initiatives that advance Lesotho’s energy access, climate, and public health goals.

This role is contingent upon contract award to Palladium. The Expert will be engaged upon award for an initial 12‑month assignment, with the potential for extension subject to performance and project needs. The anticipated start date is July 2026 .

Location

The position is based in Maseru, Lesotho. Candidates authorized to work in Lesotho will be given priority during the selection process. At this time, visa sponsorship cannot be provided.

Reporting Lines

The Expert will report day-to-day to the head of the CDMU, with strategic oversight from Palladium’s Energy Access Portfolio Lead

Primary Roles And Responsibilities

  • Collaborate with the office of the Deputy Prime Minister and the Department of Energy and support research on space heating and clean cooking transition pathways, technologies, innovation, and delivery models in remote setting
  • Coordinate with the office of the Deputy Prime Minister, Ministry of Energy and district authorities to prepare and conduct quarterly clean cooking and space heating advocacy campaigns countrywide
  • Provide support to the Ministry of Energy and the ASCENT Lesotho Project Implementation Unit in preparing a clean cooking and space heating strategy
  • Support the implementation of clean cooking projects at the Ministry of Energy and by key actors within the ecosystem
  • Liaise with the private sector and civil partners for exhibition and promotional campaigns to showcase clean cooking and space heating technologies
  • Lead data collection, analysis, and visualisation of data inputs from partner organisations; as well as maintain an up-to-date database of clean cooking and space heating initiatives countrywide
  • Support the development of relevant reports, policy briefs, blogs and other written outputs for the clean cooking and cross-cutting workstreams
  • Research cross-cutting themes of gender, inclusion, and leave no one behind, and building evidence that can be used for advocacy and strategy development purposes at the Ministry of Energy, and among energy stakeholders;
  • Integrate health, environmental, and efficiency standards into program design
  • Support the development of conference, webinar, and training materials with the focus on clean cooking solutions, delivery models, lessons learnt from past and ongoing projects
  • Provide ad-hoc support to the CDMU Lead when needed and where relevant

This Is a Time-based Assignment. Specific Deliverables, Tasks And Timelines Will Be Defined Prior To Contract Signature. The Deliverables Over The Period Of The Consultancy Will Include, But Are Not Limited To

  • Inception report
  • Reports of consultation meetings with relevant stakeholders
  • A comprehensive Project document and action plan outlining key activities and expected outcomes of the clean cooking and space heating programme
  • Resource mobilization strategy and plan for developing a clean cooking and space heating strategy
  • Database of clean cooking and space heating initiatives, actors, technologies, etc.
  • Policy recommendations
  • Quarterly, interim, and final reports documenting progress, achievements, and lessons learnt
  • Completion report and recommendations

Essential Criteria

  • A minimum of a bachelor’s degree in sociology, social sciences, statistics and demography or any other relevant degree with an option or a major in gender studies
  • Minimum of 8 years of relevant experience in the energy sector
  • Proven experience in developing and implementing strategies and projects on access to energy
  • Solid background and understanding of market-based approaches for clean cooking and space heating, inclusive of working with the private sector, public sector and other key stakeholders
  • Knowledge about access to clean cooking and space heating, inclusive of strategies for further scaling, ensuring gender equality and social inclusion
  • Experience with business development in designing, high quality and impactful projects and programs, writing high quality reports and proposals and managing donor relationships
  • Experience in market facilitation for clean cooking and space heating with focus on both the fuel supply and the consumption end (stoves, and other heating gadgets)
  • Good communication and negotiation skills as well as intercultural sensitivity
  • Entrepreneurial, result-oriented and driver for change
  • Specific experience in Lesotho is an added advantage as this subsector involves understanding of the culture of communities
  • Proficiency in both written and spoken English, knowledge in Sesotho will be an added advantage
