Job Purpose
The Department of Cultural Affairs and Sport, Western Cape Government has an opportunity for a suitably qualified and competent individual to manage the Office of the Head of Department.
Minimum Requirements
An appropriate 3-year National Diploma/B-Degree (equivalent or higher qualification); A minimum of 3 years middle management experience.

Key Performance Areas
Ensure the provision of secretariat and operational support services; Ensure the provision of an administrative and general office management support service; Provide support to HOD in the collection of data and execution of research; Ensure the provision of a liaison service by administering parliamentary questions and enquiries; People Management; Financial Management.
Competencies
Working knowledge of the following: Legislation, regulatory frameworks, policies and best practices that have a bearing on the line functions; Understanding of information systems that aid in the management of knowledge and information pertaining to the line function; Understanding of project management; Operational management practices; Procurement and tendering processes; Policy development, and operational management, monitoring and review processes; Modern systems of governance and administration; Public service procedures, processes and systems; Regional and local political, economic and social affairs impacting on the provincial government of the Western Cape; Constitutional, legal and institutional arrangements governing the South African public sector; Understanding of public finance, human resources and discourse management processes; Public Finance Management Act, National and Provincial Treasury Regulations, other financial policies, prescripts, directives and collective agreements; Functioning of the province and the activities of sister departments/related functional areas; Policies of the government of the day; Labour Relations legislation and regulations; Performance management in general.
Skills needed: Numeracy; Computer Literacy; Written and verbal communication; Project Management; Accounting/ Finance/ Audit.
Remuneration
All-inclusive salary package of R 932 292 per annum (Salary Level 11)
Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.

These candidates will be required to do practical and attend interviews on a date and time determined by the department and may also be required to undergo competency assessments/proficiency tests.The selection process will be guided by the EE targets of the employing department.
