Research and Monitoring & Evaluation Manager

Position Title: Research and Monitoring & Evaluation Manager

Directorate: Planning and M&E

Grade: D1

Reports to: Senior Manager Research and M&E

Peer Relationships: Managers and Section Officers

Direct Subordinates: Research Officers

Internal Liaison: Directorate of Quality Assurance; Managers within Planning and M&E; Information and Communication Technology; Human Resources and Corporate Services; Finance

External Liaison: Higher education institutions, regulatory bodies, research institutions, development partners, and other stakeholders

Purpose of the Job

The purpose of this job is to facilitate the development, implementation, and coordination of research, monitoring, and evaluation systems and frameworks to support evidence-based planning, policy development, and continuous improvement of the higher education sector in alignment with Council on Higher Education (CHE) mandates.

Qualifications

Essential Requirements

  • A postgraduate qualification in Education, Education Management, Monitoring & Evaluation, Research, Statistics, or a related field
  • Certificate in Monitoring & Evaluation will be an added advantage

Experience

At least five (5) years’ relevant experience in research, monitoring and evaluation, or higher education planning

Key Competencies

  • Knowledge of the higher education system and the Higher Education Act, 2004
  • Strong understanding of research methodologies and M&E frameworks
  • Data analysis, statistical tools, and reporting skills
  • Knowledge of planning, policy development, and performance management systems
  • Analytical thinking, critical thinking, and strategic awareness
  • Ability to interpret complex data and provide actionable insights
  • Results-oriented with strong problem-solving capabilities
