Job Summary
Under general supervision of the Principal Secretary the incumbent is responsible for effective management of the Legal section, rendering legal advisory services and ensuring effective management of legal and contractual risks.

- Provide leadership and ensure efficient and effective management of staff and resources in the legal section.
- Liaise with the Human Resource Department on human resources related issues to ensure compliance with national and international laws.
Contract Negotiation, Drafting and Review
- Negotiate, draft and review all contracts and documentation where the Ministry has committed itself and assess legal implications that need to be addressed by management.
- Review financial papers such as budget and proposals to ensure legalities have been properly taken care of.
Regulatory compliance
- Advise and formulate compliance guidelines as to ensure that procurement rules on tendering processes are complied with.
- Provide and interpret legal information, conduct training and disseminate appropriate legal requirements to staff.
- Continuously monitor compliance with legal obligations and advise management accordingly.
Legal Research
- Carry out research on identified legal issues.
Legislative Drafting
- Review all laws governing the agricultural sector; facilitate drafting of the new laws and amendment of the existing ones.
- Draft Cabinet memoranda, and other submissions on legal issues.
Litigation
- Represent the Ministry in all civil litigation.
- Liaise with relevant departments to ensure that where legal risks have been identified, appropriate courses of action have been taken.
Policy Development
- Review and advise management on legal implications of internal policies and procedures.
Legal Advice
- Provide legal advice on all legal and policy matters affecting the Ministry.
- Monitor compliance with conventional and statutory obligations and advise management accordingly.
Job Specification
- LLM with at least three years working experience as Senior/Principal Legal Officer
- OR
- LLB with at least five years experience as Senior/Principal Legal Officer.
