Position Purpose and Accountability
The Chief Executive Officer (CEO) is the Accounting and Executive Head of the SIHHBDP PIU and is responsible for providing overall strategic leadership, executive management, governance oversight, and institutional direction for effective, compliant, accountable, and timely programme implementation.
The CEO is responsible for ensuring that the PIU operates in accordance with:
- Laws and regulatory frameworks of Lesotho
- Approved Government policies and institutional frameworks
- Applicable donor financing agreements and conditions
- Principles of sound public financial management
- International best practices for government and donor-funded programme implementation
The CEO Serves Under The Direction Of The Coordinating Committee And Is Accountable To It And, Through It, To The Government Of Lesotho For
- Programme performance
- Governance and fiduciary oversight
- Institutional integrity
- Compliance with donor and government obligations
- Operational effectiveness
- Achievement of strategic programme outcomes
The CEO will also ensure that environmental sustainability, gender equality, social inclusion, accountability, transparency, and ethical governance principles are integrated across all programme operations.
Role and Authority
The CEO Is The Principal Executive Representative Of The PIU And Serves As The Official Representative Of The Programme In Engagements With
- Government of Lesotho

- Oversight ministries
- Regulatory authorities
- Private sector and civil society stakeholders
The Role Provides Overall Leadership In
- Programme implementation
- Fiduciary and financial management
- Procurement oversight
- Institutional governance
- Organisational performance and operations

- Risk management and stakeholder coordination
Key Responsibilities
Strategic Leadership and Institutional Management
- Provide overall strategic leadership and direction for the PIU
- Lead development and implementation of institutional strategies, policies, and performance frameworks
- Drive institutional transformation and organisational development
- Manage multidisciplinary technical, administrative, and operational functions
- Promote a high-performance culture based on accountability and professionalism
Governance, Fiduciary Oversight and Compliance
- Ensure compliance with laws, policies, donor agreements, and governance standards
- Oversee internal control systems, risk management frameworks, and accountability structures
- Promote zero tolerance for fraud, corruption, and conflicts of interest
- Oversee audits and ensure implementation of audit recommendations
Programme and Operational Oversight
- Ensure effective implementation of programme activities within scope, budget, and timelines
- Oversee allocation and utilisation of resources
- Implement strong project management and reporting systems
- Oversee procurement planning and contract management
- Integrate sustainability, gender equality, and social inclusion into programme activities
Government and Development Partner Coordination
- Lead engagement with government ministries, development partners, and stakeholders
- Align programme implementation with national priorities and development objectives
- Lead negotiations and consultations for programme implementation
- Ensure effective reporting on progress, risks, and performance
Oversight Body and Executive Reporting
- Serve as principal advisor to the Coordinating Committee
- Provide strategic recommendations and reports
- Ensure timely submission of financial, operational, and performance reports
Human Capital and Organisational Leadership
- Oversee recruitment, performance management, and development of staff
- Establish organisational structures and delegated authority frameworks
- Promote workforce stability and succession planning

Educational Qualifications
Qualifications, Experience and Competencies
- Master’s degree in Business Administration, Public Administration, Economics, Finance, Development Management, Public Policy, Project Management, or related field
- Relevant undergraduate degree in governance, finance, development, or related disciplines
Added Advantage Certifications
- Project Management (PMP or equivalent)
- Chartered Accountancy or Public Finance
- Procurement and Supply Chain Management
- Corporate Governance
- Risk Management
- Monitoring and Evaluation
- Development Finance
Executive And Institutional Experience
- Minimum of 15 years’ professional experience
- At least 7 years at senior executive or leadership level
- At least 5 years managing complex government and/or donor-funded programmes
Demonstrated Experience In
- Large-scale programme leadership
- Institutional transformation and change management
- Strategic planning and governance
- Procurement and financial management
- Stakeholder engagement and coordination
- Performance management and accountability systems
Development Partner and Government Coordination
- Strong knowledge of donor frameworks and compliance
- Experience working with bilateral and multilateral partners
- Ability to align programmes with national priorities
- Experience managing donor reporting and audits
Governance, Risk and Fiduciary Oversight
- Strong understanding of public financial management
- Experience with procurement governance, audits, and risk management
- Ability to ensure compliance with regulations and standards
Institutional Transition and Change Leadership
- Experience in institutional restructuring and transition
- Ability to establish governance systems and operational frameworks

Language Requirements
- Fluency in English (written and spoken)
- Proficiency in Sesotho (written and spoken)
