Resident Engineer - Rail Siding Construction (Contract)

Company Description

Empower Africa Consulting provides engineering management services for rail infrastructure projects. The company requires the services of an experienced Resident Engineer for a rail siding construction project in the Northern Cape. The Resident Engineer will provide full-time contract administration and construction supervision.

The multidisciplinary project includes approximately 4.6 km of railway track, bulk earthworks, layerworks, civil structures, drainage, signalling, electrical works and associated infrastructure within an active mining and railway environment. The successful candidate will play a key role in ensuring the works are delivered safely, to specification and in accordance with contractual and statutory requirements.

Key Responsibilities

1. The successful candidate will be responsible for:

2. Providing support to the Contractor’s Subcontract Representative.

3. Providing full-time site supervision throughout construction.

4. Monitoring compliance with approved drawings, specifications and method statements.

5. Administering the construction contract in accordance with the FIDIC Conditions of Subcontract (2011).

6. Reviewing Subcontractor submissions, including programmes, quality plans and method statements.

7. Maintaining site records, registers and construction documentation.

8. Verifying quantities and supporting interim payment certification.

9. Monitoring construction quality and ensuring compliance with applicable specifications.

10. Reviewing laboratory testing and inspection results.

11. Managing non-conformances and corrective actions.

12. Monitoring construction progress against the approved programme.

13. Identifying project risks, delays and mitigation measures.

14. Overseeing Subcontractor compliance with occupational health, safety and environmental requirements.

15. Ensuring the Subcontractor coordinates the project with TRIM, Transnet Freight Rail, mine representatives and other stakeholders.

16. Preparing daily, bi-weekly and monthly progress reports.

17. Participating in technical, progress and risk meetings.

18. Assisting with project close-out, snagging, Taking-Over Certificate documentation and final accounts.

Minimum Qualifications

1. Bachelor's Degree or National Diploma in Civil Engineering or a related engineering discipline.

2. Professional registration with ECSA as a Pr Eng, Pr Tech Eng or Pr Techni Eng

Experience

1. A minimum of 10 years’ post-qualification experience in civil and/or railway infrastructure projects.

2. Proven experience in construction site supervision.

3. Demonstrated experience in contract administration under FIDIC contracts (preferred).

4. Experience in measurement, payment certification and construction quality management.

5. Strong programme monitoring and project reporting experience.

Knowledge and Technical Competencies

1. SANS 1921 Construction Management Requirements.

2. SANS 1200 Standard Specifications.

3. Occupational Health and Safety Act.

4. TRIM requirements (advantageous).

5. FIDIC Conditions of Contract/Subcontract (advantageous)

7. Provides inputs to variation and claims by reviewing Subcontractor’s entitlement to extension of time or/and additional payment.

8. Assists the Contractor’s Subcontract Representative to reach agreements on claims submitted by the Subcontractor.
