Position Details
Job Title: Secretary General – UNESCOM
Grade: J
Number of Positions: One (1)
Responsible To: Principal Secretary
Job Summary
Under the supervision of the Principal Secretary, the incumbent is responsible for the overall operational management and development of UNESCOM staff. The position is responsible for implementation of UNESCOM’s international and intergovernmental conferences and conventions resolutions, and promoting the role of UNESCOM towards national development priorities.
Key Duties
Strategic Direction and Leadership
- Act as Secretary and Head of the Secretariat of the National Commission for UNESCO.
- Advise the Honourable Minister of Education and Training on matters related to UNESCO operations in Lesotho and internationally.
- Develop and share operational plans of the National Commission with relevant stakeholders.
- Oversee implementation of budget estimates of the National Commission for UNESCO.
- Develop performance indicators towards achieving set goals.
- Represent Lesotho and advocate for national priorities at UNESCO meetings.
- Initiate improvements in the operations of UNESCO in line with its establishment legislation.
International Conventions and Policy Implementation
- Disseminate conventions to relevant stakeholders.
- Facilitate ratification, compliance, domestication, and implementation of international conventions and policy recommendations.
Stakeholder Relations and Coordination
- Act as a link between UNESCO, the permanent delegation, national stakeholders, and relevant UN agencies.
- Liaise with ministries, public institutions, and non-governmental organisations in their dealings with UNESCO.
- Oversee implementation of UNESCO programmes in Lesotho.
- Disseminate information about UNESCO activities nationally and internationally.
Representation and Advocacy
- Represent the National Commission for UNESCO at national and international meetings.
- Participate in preparation for UNESCO General Conference delegations, briefs, and interventions.
- Participate in drafting UNESCO biennial programmes and budgets.
- Participate in UNESCO standard-setting work and international legal instruments.
- Monitor the use of UNESCO’s name and logo nationally.
Resource and Staff Management
- Supervise and manage performance of human and non-human resources of the National Commission for UNESCO.
- Assist in prioritisation of Participation Programme proposals and other UNESCO funding proposals.
- Supervise programme activities and staff performance.
- Identify development needs and facilitate capacity-building programmes.
- Prepare biennial reports and submit financial reports.
Qualifications
- Qualifications and experience as prescribed by the Ministry of Education and Training for the position.
