Electrical Engineer Terms of Reference
Introduction
Hirundo is advancing the development of the 60 MW Mohale’s Hoek Wind Farm, a landmark renewable energy project in Lesotho that will play a critical role in strengthening sustainable energy infrastructure.
We are seeking an experienced Electrical Engineer, Electrical Engineering Consultancy Partner, or multidisciplinary team/company to support a key development priority: the planning, design, optimization, stakeholder alignment, and bankable costing of the project’s electrical infrastructure, including the grid connection to an existing substation and intra-farm electrical network.

Project Objective
Hirundo Aims To Define An Electrical Infrastructure Concept That
- Secures alignment with all relevant stakeholders, including LEC, government authorities, regulators, and local communities where applicable.
- Supports the reliable export of up to 60 MW of renewable electricity from the wind farm through the existing LEC transmission network and associated substation infrastructure.
- Optimizes technical feasibility, system performance, and overall project electrical connection costs.
- Complies with applicable grid code, utility, and electrical engineering requirements.
- Minimizes technical, environmental, and operational risks in the project implementation and operational phases.
- Includes detailed cost estimates suitable for project finance due diligence
Scope of Work
The Selected Consultant/engineer Will Contribute To
Grid Connection Concept Optimization & Design
This Assessment Shall Include, But Not Be Limited To
- Review of available transmission network information, grid studies, and connection options.
- Design, optimization and evaluation of alternative grid connection concepts, including:
- Assessment of the advantages and disadvantages of locating the 33kV to 132kV transformers and project substation:
- On the mountain ridge within or adjacent to the wind farm, or
- Near, within or as an extension of the LEC Litsoeneng Substation.
- Comparison of medium-voltage and high-voltage connection concepts between the wind farm and Litsoeneng Substation.
- Transmission line and Point of Common Coupling (PCC) Connection
- 132 kV or 33kV (as applicable) transmission line design
- PCC requirements, including protection concepts
- Identification of required upgrades to the existing Litsoeneng Substation.
- The project substation, including:
- Substation configuration and arrangement.
- Major equipment selection.
- Protection and control philosophy.
- Grounding and earthing systems.
- Preliminary physical layout requirements.
- Identification and recommendation of the technically and economically preferred grid connection concept.
- For the preferred grid connection concept, prepare:
- Single-line diagrams (SLDs)
- Layout drawing
- Preliminary equipment schedules
- Detailed cost estimates suitable for project finance due diligence.
- Design, optimization and evaluation of alternative wind farm medium-voltage collector system concepts, varying:
- Cable type and Sizing
- Cable routing and MV collector network configuration and topology considering:
- Terrain constraints
- Constructability / Civil works
- Electrical losses
- Environmental considerations
- Project costs
- Redundancies
- Identification and recommendation of the technically and economically preferred Intra Park Electrical Network configuration.
- For the preferred Intra-Park Electrical Network configuration, prepare:
- Single-line diagrams (SLDs)
- Layout drawing
- Preliminary equipment schedules
- Cost estimates suitable for project finance due diligence
Stakeholder Engagement and Project Integration
- Participate in informational or technical meetings and workshops with:
- Lesotho Electricity Company (LEC).
- Government authorities.
- Regulatory bodies.
- Other project stakeholders.
- Identify stakeholder requirements that may influence electrical design decisions and project implementation.
- Coordinate with environmental, social, civil, geotechnical, and wind resource consultants engaged on the project.
- Support discussions related to:
- Grid connection requirements.
- Utility interface requirements.
- Grid code compliance.
- Project permitting requirements.
[Optional] Grid integration study
Optionally Provide a Grid Integration Study, Including
- Network capacity assessment.
- Identification of connection constraints and operational risks.
- Assessment of compliance with applicable grid code requirements.
Deliverables
The Consultant Shall Provide
- Documentation of the optimization process and comparison of alternatives assessed under the Scope of Work, including the rationale for the recommended solution.
- Details of the recommended Grid Connection Concept and Intra-Farm Electrical Network configuration:
- Single-Line Diagrams
- Layout Drawings
- Preliminary equipment schedules
- Cost estimates suitable for project finance due diligence
- [Optional] Grid Integration Assessment Report.
Qualifications And Desired Expertise
Expertise may be provided by individual consultants, engineering consultancies, or multidisciplinary teams with demonstrated experience in power systems and renewable energy infrastructure.
The Candidate/team Should Possess
- Bachelor’s or master’s degree in electrical engineering, Power Systems Engineering, or a related field.
- For lead consultant/team lead: minimum of 5 years to 10 years of relevant professional
- Demonstrated experience in:
- Grid connection studies and transmission infrastructure.
- Substation design.
- Medium- and high-voltage electrical systems.
- Power system modeling and electrical studies.
- Strong understanding of feasibility studies, electrical system design, grid integration, and project costing.
- Experience engaging utilities, government authorities, regulators, and other stakeholders, preferably in Lesotho
- Familiarity with Southern African transmission networks and grid code requirements will be highly advantageous.
- Valid registration of company/consultancy and compliance with applicable tax requirements in Lesotho.
- Consultants, engineers, or stakeholders familiar with the Lesotho context will be considered an advantage.

Short-listed candidates will be invited to submit a complete offer covering:
- Scope and methodology.
- Required level of design: suitable for project finance due diligence
- Detailed deliverables, schedule, and commercial terms.
- Budget.

Post Phase 1, a Site Visit To The Proposed Project Area In Mohale’s Hoek Will Be Arranged As Part Of The Selection Process To Allow Interested Candidates To Familiarize Themselves With
- The proposed wind turbine locations.
- The project’s terrain and electrical infrastructure constraints.
- Potential substation locations.
- Potential grid connection corridors.
- Existing transmission infrastructure and site access conditions.
