Programme: The Prime Minister’s Youth Empowerment Initiative (Sebabatso)

Overview
The Prime Minister’s Youth Empowerment Initiative (Sebabatso) is a flagship national programme launched in 2023 and implemented by the Government of Lesotho through the Ministry of Gender, Youth and Social Development, in partnership with the United Nations Development Programme (UNDP) and other stakeholders.

The initiative is driven by the Right Honourable Prime Minister’s vision to address economic challenges that prevent youth enterprises from transitioning from social ventures into capital-driven businesses.
Objectives of the Sebabatso Initiative
- Empower youth entrepreneurs and innovators by equipping them with essential entrepreneurship skills, facilitating access to funding, and connecting them to local and international markets, as well as experienced mentors.
- Establish physical and virtual platforms at district level where young people can engage in meaningful discussions on youth empowerment and development.
- Support youth in exploring, developing, and monetising their talents to unlock opportunities for sustainable livelihoods.
Opportunity
Applications are invited from qualified Basotho youth to serve as Youth Representatives on the Sebabatso Steering Committee.
This is a high-level and competitive opportunity to work alongside key national and international stakeholders, including:
- The Minister of Gender, Youth and Social Development.
- The United Nations Development Programme (UNDP) Resident Representative.
- The Office of the Prime Minister.
The successful candidates will contribute to shaping the future of youth empowerment in Lesotho.
Purpose of the Assignment
The Assignment Seeks To Engage Two Basotho Youth Representatives To Serve As Members Of The Sebabatso Steering Committee And Provide Informed, Inclusive, And Practical Youth Perspectives To Support
- Strategic decision-making.
- Programme oversight.
- Coordination.
- Continuous improvement of the Sebabatso Initiative.
Specific Objectives
- Ensure meaningful representation of Basotho youth in the strategic governance of the Sebabatso Initiative.
- Provide youth-led insights on priorities, barriers, opportunities, and emerging trends affecting young people in entrepreneurship, innovation, employability, talent development, and civic participation.
- Support the Steering Committee in ensuring that Sebabatso remains inclusive, transparent, responsive, and aligned with the needs of young people across all districts, including:
- Young women.
- Rural youth.
- Persons with disabilities.
- Herders.
- Other marginalised groups.
Scope of Work
Successful Candidates Will Contribute In The Following Areas
- Strategic Participation and Advisory Support.
- Youth Representation, Consultation and Feedback.
- Programme Improvement and Inclusion.
- Partnerships, Visibility and Resource Mobilisation.
- Monitoring, Learning and Accountability.
Key Responsibilities
Selected Youth Representatives Will, Among Other Responsibilities
- Provide strategic guidance on Sebabatso’s annual roadmap and budgets.
- Highlight emerging youth challenges, including unemployment, inequality, gender issues, and digital divides.
- Provide programme and policy input by reviewing activities and recommending improvements.
- Ensure accountability by providing independent feedback on programme impact and transparency.
- Drive innovation and partnerships that strengthen youth empowerment initiatives.
Eligibility Criteria
Applicants Must
- Be Basotho youth aged 18–30 years.
- Demonstrate proven leadership in youth empowerment or community development.
- Be able to represent diverse youth perspectives.
- Possess strong communication and advocacy skills.
- Demonstrate commitment to innovation, collaboration, integrity, and accountability.
Term of Office
- Three (3) years.
- Non-renewable.
Remuneration
- Allowances will be provided.
- This is not a permanent or full-time employment position.
Commitment Required
Successful Candidates Will Be Expected To Actively Participate In
- Sebabatso roadshows.
- Boot camps.
- Conferences.
- Other programme activities and engagements.
