Purpose of the position
Manage all cost-related aspects of complex EPC renewable energy projects within the transmission and distribution environment (including MV/HV substations, overhead lines, and BESS facilities), covering measurement, valuation, and cost control, ensuring that projects are delivered within budget and financial targets are met. Ensure accurate and timely cost management throughout the estimating, tendering, and construction phases, supporting project financial control and reporting.
Qualifications/Experience
To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The minimum requirements listed below are representative of the knowledge, skill, and/or ability required:
- Minimum: Bachelor's Degree (BSc or BTech) in Quantity Surveying, Construction Management, or a related field (NQF Level 7). A BSc (Hons) in Quantity Surveying will be considered advantageous.
- Preferred: Candidate or Professional registration with the South African Council for the Quantity Surveying Profession (SACQSP) at CanQS, RCQS, or PrQS level.
- Minimum Experience: 4–7 years' experience in a Quantity Surveying and/or Estimating role, with proven involvement in EPC (Engineering, Procurement, and Construction) projects within the renewable energy, transmission, and/or distribution sectors.
- Demonstrated ability to interpret and analyse civil, structural, and electrical engineering drawings, including General Arrangement (GA) drawings, single-line diagrams, as well as layout and reticulation drawings.
- Proficiency in RIB CCS Candy is required; experience with BuildSmart and/or WinQS will be considered advantageous.
- Sound working knowledge of standard forms of contract, including JBCC, NEC, FIDIC, and GCC.
Required outputs and responsibilities
1. Cost Estimation and Control
- Compile detailed cost estimates and Bills of Quantities (BOQ) from drawings and specifications.
- Prepare detailed cost estimates and budgets for the project.
- Monitor and control project costs, ensuring adherence to budgetary constraints.
- Identify and report on any cost overruns, providing recommendations for corrective action.
2. Contract Administration
- Review and manage contracts, ensuring compliance with agreed terms.
- Handle any contractual claims or disputes, working to resolve issues in a timely manner.
- Prepare and submit payment certificates and progress claims, ensuring accurate measurement and valuation of work against the BOQ.
3. Financial Reporting
- Prepare regular financial reports, including cost forecasts and variance analysis.
- Provide financial input to project progress meetings and decision-making processes.
- Maintain accurate records of all financial transactions related to the project.
4. Procurement and Vendor Management
- Work closely with the procurement team to ensure cost-effective purchasing of materials and services.
- Evaluate and negotiate with suppliers and subcontractors to achieve best value for the project.
- Monitor supplier performance, ensuring timely delivery and compliance with contract terms.
5. Risk Management
- Identify potential financial risks to the project and develop mitigation strategies.
- Monitor market conditions and trends, advising on potential impacts on project costs.
- Implement contingency plans to address unforeseen cost-related issues.
Knowledge and Skills Required
- Strong knowledge of construction cost management and estimation on EPC transmission and distribution projects.
- Proficiency in contract administration and claims management.
- Ability to read and interpret engineering drawings across civil, structural, and electrical disciplines.
- Excellent analytical and financial acumen.
