Job Summary

Under the general supervision of the Senior Reporter, the Reporter is responsible for capturing an accurate record of parliamentary proceedings (Plenary and Committees) and producing final transcripts of House, Committee and Conference proceedings.

Job Description

  • Recording House Proceedings
  • Manage and monitor duty rosters and specific preparatory duties.
  • Monitor and record parliamentary proceedings (Plenary and Committees).
  • Compile metadata of the proceedings of the sittings.
  • Manage and control recording equipment.
  • Transcribing Proceedings
  • Produce hard copy and electronic reports of proceedings from recorded audio.
  • Ensure the accuracy of figures and research names, departments, Act titles, reports, etc.
  • Insert sub-editorial changes to all text and check against votes and decisions made during proceedings for publication of the Hansard.
  • Create electronic files and archive Hansard scripts.
  • Maintaining Knowledge of Parliamentary Procedures
  • Interpret and apply knowledge of parliamentary procedure (form), legislative process, and Standing Orders to ensure the accuracy of reports.
  • Verify the correctness of form, wording, and placement of information relating to the sequence of events and decisions made during proceedings, including the passage of legislation, debates on Estimates/Financial Reviews, and other procedures.
  • Recognise the procedural components of a transcript and use appropriate manuals to correctly record and verify proceedings.
  • Maintain an understanding of legislation and parliamentary debates by reading the Notice Paper, speeches, and other procedural documents.

Job Specifications

Applicants Must Possess

  • A Diploma in Secretarial Studies from a recognised institution.
  • COSC plus five (5) years’ working experience in the Hansard Section at the Reporting Assistant level.
  • Typing speed of 50 words per minute (wpm).
  • Audio typing speed of 100 words per minute (wpm).
  • Hard-working with a willingness to work considerable overtime for extended periods.

Competencies

  • Demonstrated sound keyboard skills and the ability to work effectively with computer technology and software used in the Hansard Production System.
  • Highly developed knowledge of Sesotho and English usage, grammar, spelling, and sentence construction, sufficient to accurately reflect the spoken word in text.
  • Good knowledge of English grammar and syntax, with strong comprehension skills.
  • Good knowledge of general and current affairs.
  • Ability to work effectively within a team and with colleagues outside the formal line of authority (e.g. peers, Table Clerks, Committee Clerks, Ushers, and Editors).
  • Ability to maintain stable performance under pressure.
  • Commitment to ethical conduct and maintaining parliamentary decorum in the execution of duties.
