Responsible To: Senior Procurement Officer

Purpose of the Role

To implement policies relating to the procurement of goods, works, and services for use by the organisation.

BusinessOperations

Key Tasks and Responsibilities

  • Administration of the Procurement Unit Activities
  • Implement procurement in line with the Regulations, the Procurement Manual, the Procurement Process Operating Instructions, and other instructions and guidance as may be issued from time to time.
  • Consolidate procurement documents to ensure the procurement of goods, works, and services is carried out according to the terms and conditions set out in the Annual Procurement Plan to achieve value for money.
  • Carry out the day-to-day administration of the Procurement Unit for its effective operation.
  • Implementation of the Procurement Legal Framework and Corruption Control Measures
  • Make necessary checks and avail information pertaining to procurement transactions in order to reduce fraud and corruption.
  • Report to the Senior Procurement Officer any cases of suspected or confirmed fraud for appropriate action.
  • Carry out an initial scrutiny of requisitions received by the Procurement Unit to ensure they are completed and signed correctly.
  • Liaise with user divisions to rectify any errors or omissions and refer unresolved issues to the Senior Procurement Officer.
  • Disposal of Unserviceable, Obsolete and Surplus Stores/Asset Items
  • Coordinate the establishment of the inspection team for processing the disposal of stores and assets.
  • Assess the condition of stores and assets and determine reserve values together with the inspection team.
  • Prepare reports on the condition of stores/assets and proposed reserve prices to achieve value for money.
  • Facilitation of the Procuring Process
  • Prepare the initial draft of invitation to tender documents, including draft contracts, and submit them to the Senior Procurement Officer for approval and issue.
  • Ensure invitation to tender packages are complete and issued simultaneously to all potential tenderers to ensure fairness.
  • Prepare advertisements and notices of contract awards for the Government Contracts Bulletin and ensure they are submitted within the prescribed timelines in the Regulations.
  • Ensure any appeal against procurement decisions is immediately brought to the attention of senior management so that it can be handled within the prescribed timescales.
  • Supervision of Junior Staff and Stores Operations
  • Counter-check stock invoices before they are forwarded for payment to ensure accuracy.
  • Maintain file records of stock prices, suppliers’ lists, specifications, catalogues, and other information for accountability.
  • Obtain quotations for goods and services after approval for procurement has been granted for price comparison.
  • Supervise junior staff and monitor stock levels and turnover of items, taking appropriate action where necessary.
  • Supervise the input of data into inventory systems, ensuring all transactions are correctly recorded on a daily basis and arranging periodic stock-taking.
  • Conduct periodic checks of stores to ensure stocks are properly arranged and correspond with information on bin and ledger cards.
  • Provide adequate security and ensure physical facilities comply with relevant legislation, safety codes, and other instructions and guidance.
  • Ensure staff under his/her supervision are aware of health and safety considerations relating to their work activities.

Job Specifications

Education and Experience

Applicants Must Possess One Of The Following Qualifications

  • Master’s Degree in Purchasing and Supply Chain Management.

OR

  • Master’s Degree in Business Management, Business Administration, BABE, BCom Management, or Marketing.

OR

  • Bachelor’s Degree in Purchasing and Supply with at least two (2) years’ working experience as an Assistant Procurement Officer.

OR

  • Bachelor’s Degree in Business Management, Business Administration, BABE, BCom Management, or Marketing, plus a Foundation Diploma in Purchasing and at least three (3) years’ working experience as an Assistant Procurement Officer.

OR

  • Advanced Certificate in Purchasing and Supply with at least four (4) years’ working experience in procurement at the level of Assistant Procurement Officer.

Membership of a relevant professional body in Procurement and Supply Chain Management will be an added advantage.

Other Relevant Knowledge

  • Knowledge of the Public Service Rules and Regulations.
  • Knowledge of Financial and Procurement Regulations.

  • Ability to understand and implement the Regulations, Procurement Manual, Procurement Process Operating Instructions, and other instructions and guidance relevant to the area of responsibility.
  • Ability to draft documents, including contractual documents.

  • Proficiency in relevant software packages, including Pastel V6, Microsoft PowerPoint, Microsoft Office, Word, and Excel.

  • Ability to prepare reports to support decision-making.
  • Ability to make informed decisions and exercise sound judgement when applying corrective measures.

  • Ability to maintain high standards of service delivery that meet user division expectations.

Responsibility

The post holder is responsible for ensuring that policy guidelines and procedures are adhered to.

Resources Controlled

The role carries significant responsibility for controlling expenditure and maintaining a database of government assets.

Safety of Others

The impact on the safety of others is minimal but should be considered during activities such as site visits and visits to suppliers’ premises.

Effect of Errors

The role requires considerable concentration, accurate calculations, and strict enforcement of relevant legislation, instructions, and guidance.

The role requires proven ability to make decisions concerning the day-to-day activities of the Procurement Unit and the responsibilities of the post.

The incumbent must demonstrate proven problem-solving skills and the ability to resolve complaints from user divisions and the business community, or seek guidance on procurement-related and other issues where necessary.

Supervision Received

The Procurement Officer is accountable to the Senior Procurement Officer and is guided by the Constitution of Lesotho, the Public Service Act and associated regulations, and the Public Procurement Regulations, 2007.

The role requires the ability to champion, inspire, and deliver change while promoting continuous improvement in a results-focused environment.

Knowledge Management

Ensure that knowledge and information are recorded, shared, and utilised for the benefit of the organisation.

Dexterity

The incumbent must demonstrate dexterity in understanding and handling figures.

Maintain regular professional contact with procurement staff in other organisations, audit authorities, the business community, and the public.

Mental Effort

The role requires a high level of mental effort due to the complexities of modern procurement, drafting contractual documents, analysing figures, and managing conflict prevention and resolution.

Physical Effort

Physical effort is considered minimal.

Emotional Effort

The incumbent must be able to prevent and resolve work-related problems among supervised staff, the business community, and the public, and recognise when advice should be sought from the Senior Procurement Officer or other senior officials.

Unfavourable Working Conditions

Working conditions are considered minimal.

Hazards

The role presents minimal hazards; however, there are potential risks within a stores environment. The incumbent must recognise these hazards and take appropriate action to minimise risks to themselves and others.
