Job Purpose

To provide strategic leadership for the national public procurement capacity development, professionalisation, corporate procurement, and digital innovation agenda by building sustainable procurement capability across procuring entities, institutionalising professional standards and career pathways, strengthening LPPA’s internal procurement stewardship, and driving ICT-enabled national public procurement reform and research to improve the efficiency, transparency, and credibility of public procurement in Lesotho.

Responsibilities & Duties

  • Provides strategic leadership to the Capacity Building Unit, Professionalisation Unit, Corporate Procurement Unit, and ICT, Research, Innovation & EGP Unit.
  • Advises the Director General and Executive Management on procurement capacity development, professionalisation, ICT-enabled reform and long-term capability sustainability.
  • Leads national public procurement capacity development frameworks, competency assessments, institutional diagnostics, mentoring, coaching and targeted interventions for procuring entities.
  • Develops and institutionalises professionalisation frameworks, certification pathways, continuous professional development systems, codes of professional conduct and practitioner standards.
  • Champions establishment and transitioning of a Public Procurement capacity building and professional regulatory institute.
  • Oversees LPPA corporate procurement governance, internal procurement controls, contract administration support, supplier performance monitoring and procurement record management.
  • Directs ICT-enabled innovation, e-government procurement initiatives, research, automation, data governance and digital transformation projects.
  • Champions design and implementation of the E-GP project to bring simplification, user experience and governance efficiencies to public procurement.
  • Coordinates partnerships with training institutions, professional bodies, development partners and internal directorates to support sustainable procurement reform.
  • Manages directorate budgets, work plans, partnerships, service standards, staff performance and continuous improvement across all units.

Institutional Capacity Development

  • Develop and implement a national procurement capacity development strategy.
  • Conduct institutional diagnostics and competency assessments for procuring entities.
  • Coordinate targeted training, mentoring, coaching and institutional support interventions.

  • Approved capacity development plans and needs assessment reports.
  • Reduced recurring compliance and performance weaknesses.

Professionalisation of Public Procurement

  • Develop occupational standards, competency standards and practitioner career pathways.
  • Establish certification, registration and continuous professional development mechanisms.
  • Collaborate with professional bodies, universities and training providers.

  • Recognised practitioner standards and certification pathways.

ICT, Research, Innovation and EGP

  • Lead e-procurement, automation and digital transformation initiatives.
  • Promote research, data analytics and evidence-based reform.
  • Strengthen data governance, user adoption and system improvement priorities.

  • Improved procurement systems, automation and user experience.
  • Research outputs and innovation pilots informing reform decisions.

Stakeholder Coordination and Reform Support

  • Coordinate with procuring entities, training institutions, professional bodies and internal directorates.
  • Support awareness, sensitisation and skills transfer programmes.
  • Translate reform priorities and compliance trends into targeted support interventions.

Expected Results

  • Improved stakeholder understanding and uptake of procurement reforms.
  • Effective partnerships supporting professionalisation and capacity development.

Directorate Leadership and Performance Management

  • Manage directorate work plans, budgets, staff performance and service standards.
  • Set priorities, monitor delivery and report on implementation progress.
  • Build team capability and continuous improvement across all units.

Qualifications

Essential

  • Minimum Bachelor’s degree in Procurement, Supply Chain Management, Public Administration, Business Administration, Information Systems, or another relevant field.

Added Advantage

  • Professional certification in procurement and supply, project management, digital transformation, ICT governance, or professionalisation framework design.

Experience

  • Minimum of ten (10) years’ relevant experience in institutional capacity building, procurement reform, professionalisation programmes, or ICT-enabled transformation.
  • At least five (5) years should be at senior management level.
