The Lesotho Public Procurement Authority (the Authority) is a newly established public procurement regulatory body operating under the Public Procurement Act, 2023. Applications are invited from Lesotho citizens who meet the requirements for the position set out below.
Job Summary
This role provides the enabling legal, human resource, governance, administrative and stakeholder support platform required for LPPA’s effective institutional functioning and public credibility.
Job Purpose
To provide strategic leadership for LPPA’s corporate services platform by overseeing legal services, corporate secretariat and tribunal support, human resources and shared services, and public relations and stakeholder management, ensuring that LPPA has the legal, administrative, people, governance and stakeholder support systems required for effective service delivery, institutional resilience and public confidence.

Responsibilities & Duties
- Provides strategic leadership to legal services, corporate secretariat and tribunal support, human resources and shared services, and public relations and stakeholder management functions.
- Advises the Director General, Executive Management, and the Board on corporate governance, legal risk, people management, stakeholder relations, and institutional support priorities.
- Oversees legal advisory services, contract support, statutory compliance support, litigation coordination and management of legal opinions.
- Directs corporate secretariat services, Board and committee support, tribunal administration, governance records and follow-up on governance decisions.
- Leads human resource management, workforce planning, employee relations, performance management and shared administrative services.
- Oversees public relations, communications, stakeholder engagement and reputation management activities.
- Manages directorate work plans, budgets, staff performance, service standards, risk controls and continuous improvement initiatives.
Key Performance Areas
Legal Advisory and Compliance Support
- Provide legal opinions, contract support and compliance guidance.
- Coordinate litigation, legal risk review and statutory advisory processes.
- Maintain legal records and monitor implementation of legal recommendations.
Expected Results
- Reduced legal exposure and improved statutory compliance.
- Timely and reliable legal advice to management and governance structures.
- Well-managed contracts, legal records and litigation support processes.
Corporate Secretariat and Tribunal Support
- Coordinate Board, committee and tribunal administration.
- Prepare agendas, minutes, resolutions, records and action trackers.
- Ensure governance decisions are documented, communicated and followed up.
Expected Results
- Effective governance support and accurate corporate records.
- Timely Board, committee and tribunal documentation.
- Improved follow-through on governance decisions and action logs.
Human Resources and Shared Services
- Lead workforce planning, recruitment, employee relations and performance management support.
- Strengthen HR policies and staff welfare systems.
- Oversee shared administrative services, facilities support and internal service standards.

Public Relations and Stakeholder Management
- Develop and implement communication, stakeholder engagement and reputation management plans.
- Coordinate media relations, public messaging, events and stakeholder briefings.
- Monitor stakeholder concerns and support consistent institutional communication.

- Improved public confidence and stakeholder understanding of LPPA’s mandate.
- Consistent, credible and timely institutional communication.
- Strengthened relationships with government, oversight bodies, partners and the public.
Directorate Leadership and Performance Management
- Manage directorate plans, budgets, staff performance and service standards.
- Monitor risks, reporting requirements and delivery against approved priorities.
- Promote teamwork, continuous improvement and cross-functional support.

Qualifications
Essential
- Minimum Bachelor’s Degree in Law, Human Resources, Public Administration, Business Administration, or another relevant field.
Added Advantage
- Professional certification in law, HR management, governance, corporate secretariat practice, stakeholder engagement, communications, or project management.
Experience
- Minimum of ten (10) years’ relevant experience in corporate services, legal advisory, human resources, governance support, administration, stakeholder relations, or institutional management.
- At least five (5) years at senior management level.
