Job Summary
Under the general supervision of the Director Performance Management, the incumbent is responsible for the development of performance reports for performance management by tracking policy and system implementation, enhancing service delivery in the public service through the coordination of service delivery improvement initiatives, and facilitating the development of robust change management programmes.

Main Duties
- Track Performance Management Policy and System Performance
- Develop policy and system tracking strategies and tools.
- Produce reports on system performance and policy implementation.
- Develop strategies to enhance policy and system effectiveness.
- Ensure alignment between departmental performance plans, strategic objectives, and national priorities.
- Performance Monitoring and Reporting
- Facilitate the consolidation of monthly, quarterly, and annual performance reports.
- Analyse departmental submissions for completeness, accuracy, and consistency with ministerial and departmental plans.
- Compile reports for presentation to management and oversight structures, highlighting performance gaps and areas of underperformance.
- Develop performance strategies to ensure the Ministry delivers continuous improvement.
- Facilitate Formulation of Interventions Necessary for Improved Service Delivery
- Facilitate the development of policies, programmes, and procedures aimed at improving service delivery.
- Facilitate the development of implementation plans for recommended changes.
- Monitor and support the implementation of change initiatives.
- Facilitate the development of customer service charters and monitor their implementation.
- Advocate for innovation that delivers service improvement.
- Facilitate Development of Robust Change Management Programmes
- Facilitate the development of change management programmes.
- Facilitate stakeholder engagement on change initiatives.
- Monitor the implementation and impact of change initiatives.
- Support change initiatives aimed at improving PMS maturity levels.
- Coordination of International and Regional Public Sector Improvement Initiatives and Protocols
- Facilitate the adoption and ratification of international and regional public sector improvement initiatives and protocols, such as the Charter on the Principles and Values of the African Public Service.
- Facilitate the domestication of such protocols.
- Advocate for the mainstreaming of such protocols in service operations.
- Monitor and evaluate the impact of these protocols on performance and service delivery.
- Prepare and present reports to the relevant institutions.
- Follow up on the implementation of recommendations.
- Supervision of Staff and Reporting on Sectional Activities
- Manage activities of the department on a daily basis.
- Mentor and coach staff on an ongoing basis.
- Discuss sectional performance with staff fortnightly.
- Report sectional performance to the Director weekly.
- Undertake disciplinary measures where necessary.
Job Specification
Either
- Master’s Degree in Human Resource Management, Performance Management, Industrial Psychology, Public Administration/Management, plus two (2) years relevant work experience in performance management.
OR
- Postgraduate Diploma/Honours in Human Resource Management, Performance Management, Industrial Psychology, Public Administration/Management, plus three (3) years relevant work experience in performance management.
OR
- Bachelor’s Degree in Human Resource Management, Performance Management, Industrial Psychology, Public Administration/Management, plus five (5) years relevant work experience in performance management.
