The Compliance Manager supports the Head of Compliance Control Function in executing and embedding the OMI. Compliance Strategy and maintaining an effective, independent compliance function. The role translates the approved strategy, Compliance Framework, annual monitoring plan, and regulatory priorities into clear portfolio-level deliverables; provides credible second-line oversight and challenge; and enables senior management and business units to understand, own and remediate regulatory and ethical compliance risks. The role is responsible for driving consistent execution across assigned portfolios, supporting Board and committee reporting, maintaining constructive regulator engagement, strengthening compliance culture, and developing the capability, performance of the compliance function.

Responsibilities

  • Execute the compliance strategy within the assigned portfolio
  • Assist with implementation of the compliance operating model, consistent compliance coverage and visible second line engagement.
  • Drive execution of annual and short-term compliance goals.
  • Identify and implement practical improvements, automation opportunities and better ways of working that strengthen the effectiveness and efficiency of the compliance programme.
  • Regulatory compliance oversight and advisory
  • Monitor, interpret and communicate legislative, prudential and market conduct developments relevant to OMI and its
  • subsidiaries.
  • Provide clear, actionable guidance to management and business units on the implementation of regulatory and ethical obligations.
  • Support business readiness for regulatory changes by assessing impacts on policies, processes, controls, systems, products and customer-facing practices.
  • Participate in governance forums, committees, project/change forums to ensure compliance implications are identified early and addressed appropriately.
  • Compliance risk management, monitoring and control assessment
  • Conduct risk-based compliance assessments and thematic reviews aligned to the approved compliance monitoring plan, regulatory universe, materiality and emerging risks.
  • Assess the appropriateness, design and operating effectiveness of policies, processes and controls for key regulatory obligations.
  • Identify compliance gaps, control weaknesses, breaches and emerging risks; perform or coordinate root cause analysis and agree practical remediation actions with management.
  • Track, challenge and validate remediation evidence, management attestations and closure of compliance findings.
  • Reporting, escalation and regulatory engagement
  • Prepare concise, accurate and governance-focused reports for management, Exco, Board committees, the Board and regulators, as required.
  • Ensure material compliance shortcomings and reportable non-compliance are escalated in accordance with applicable regulatory requirements and internal governance protocols.
  • Support regulatory submissions, onsite reviews, inspections, thematic reviews, information requests and enforcement-related correspondence with the PA, FSCA and other relevant authorities.
  • Business enablement and compliance culture
  • Build trusted relationships with senior management and business stakeholders while preserving second-line independence and objectivity.
  • Enable Line 1 accountability by providing practical guidance, feedback and follow-up on remediation progress.
  • Promote a proactive compliance culture through advisory engagement, awareness campaigns, training support and clear communication of compliance expectations.
  • Use conduct, breach, complaints, training and monitoring insights to identify themes and support early management action.
  • Team management and leadership
  • Manage day-to-day delivery within the assigned compliance portfolio, including prioritisation, capacity allocation, quality review and performance tracking.
  • Set clear expectations for quality, timeliness, stakeholder engagement, evidence standards and escalation discipline.
  • Coach and develop team through formal development plans, continuing professional development, and ensure succession planning is aligned.
  • Technology, data and continuous improvement
  • Leverage compliance tools, dashboards, automated logs and data analytics to monitor risks, track actions, improve reporting and identify emerging trends.
  • Continuously review the effectiveness of compliance processes and recommend practical improvements aligned to strategic priorities and regulatory expectations.

Minimum Requirements And Qualifications

  • Bachelor’s degree in law, Risk Management, Accounting, Finance or a related field.
  • 7 –10 years’ compliance experience in South African non-life insurance or broader financial services, preferably with exposure to prudential and market conduct regulation.
  • Demonstrated knowledge of the Insurance Act 18 of 2017, Prudential Standards including GOI 3, FSCA market conduct requirements and compliance risk management practices.
  • Experience in compliance monitoring, regulatory change management, regulatory submissions, inspections and senior stakeholder engagement.
  • Professional compliance or risk management certification, or active membership of a recognised compliance professional body, will be advantageous.
  • Proven people management experience, including workload prioritisation, coaching, performance management and development planning.

The Recruitment Process

  • TA Interview: This will be a discussion with our Senior Talent Acquisition Specialist to give you an understanding of our business, our culture & values and more context on the role. It will also allow us the opportunity to get to know you more and ensure OMI can meet your career aspirations.
  • Panel Interview: This will be with 2 members of the Senior Leadership of the Hiring Team and 1 member of the HC Leadership Team.
  • Technical & Psychometric Assessments: These will depend on the role and will sometimes happen concurrently with Vetting through an external service provider & Internal Verification.
  • Final Feedback.
