Performance Management & BI Consultant

Our client is seeking an experienced Senior Performance Management & BI Consultant to lead the refinement and finalisation of an organisational scorecard, measurement framework, data processes and interactive dashboards.

This is a hybrid strategy, performance measurement and data analytics role requiring someone who can bridge organisational strategy, performance measurement, data systems and executive decision-making.

• Review and finalise the organisation's Organisational Scorecard and measurement framework.
• Develop and refine KPIs, performance indicators, measurement methodologies and indicator definitions.
• Align performance indicators with organisational strategy and Theory of Change.
• Engage with EXCO/MANCO, Chiefs, Heads of Department, managers and technical teams to validate and finalise indicators.
• Assess data availability, quality, reliability, completeness and readiness.
• Map indicators to relevant data sources, systems and data owners.
• Develop data pipelines and automated/semi-automated reporting processes.
• Extract, clean, transform and structure data for performance reporting.
• Develop SQL queries, scripts, views and calculation processes.
• Apply scoring, weighting, aggregation and performance threshold logic.
• Design and develop interactive Power BI dashboards for Board, EXCO/MANCO, Chief, departmental and technical users.
• Conduct dashboard user testing and refine dashboards based on stakeholder feedback.
• Establish performance governance, reporting processes, ownership and data quality controls.
• Prepare technical documentation, user guides, training and handover materials.

• Demonstrated experience in organisational performance measurement / performance management.
• Strong experience with Balanced Scorecards / organisational scorecards.
• Strong understanding of KPI and performance indicator development.
• Proven experience in data analysis, data cleaning, transformation and validation.
• Strong SQL skills.
• Strong Power BI dashboard development experience.
• Experience with Microsoft Fabric or a similar data platform.
• Experience automating or semi-automating reporting processes.
• Strong understanding of data quality, governance and measurement methodologies.
• Excellent stakeholder engagement and workshop facilitation skills.
• Ability to communicate effectively with both technical and non-technical stakeholders.
• Experience working with senior leadership/executive stakeholders is highly advantageous.

The Ideal Candidate

The ideal candidate will be more than a traditional Power BI Developer or Data Analyst. We are looking for someone who combines:

You should be comfortable moving between strategy discussions with senior leadership, KPI/measurement framework design, data analysis and technical dashboard development.
