Location: Pretoria, Gauteng
Position Summary
Reporting to the Supply Chain Manager, the role will be required to provide specialist support in the procuring of goods and services as well as administering the end-to-end tender and quotation process.t.
Key Responsibilities
Conduct needs assessments internally by collecting and analysing budget information and APP (Annual Procurement Plan) categorising commodities for all
Conduct a market and industry analysis in conjunction with the user department and provide specialist recommendations.
Assist the Supply Chain Manager in drafting the Procurement Plan in line with strategic objectives.
Ensure implementation and monitoring of procurement plans for all tenders/bids over the amount stipulated by National Treasury regulations.
Coordinate and advise on the process of drafting specification/terms of reference and special conditions of contract
Assist with SCM supplier performance evaluations in line with standard policies and procedures
Manage the contracts register for spend and duration
Raise all purchase orders in line with the SCM Policy
Perform evaluation of quotations before raising purchase orders
Perform SCM PPPFA formal evaluations in line with National Treasury regulations
Qualification
A Bachelor’s degree (NQF 7) in Procurement, Supply Chain Management or related field
A relevant Honours degree or Postgraduate Diploma will be an added advantage
8 years relevant public sector/SCM experience of which 3 years additional experience will be for the bid process of over R1 million

Knowledge, Skills and Abilities:
Knowledge of Public Sector SCM, National Treasury regulations, PFMA, GRAP PAIA, PAJA and CIBD regulations
Knowledge of Supply Chain Management, logistics and purchasing management
“Hand on” experience on Procurement Systems or ERP
Working knowledge of Service Level Agreements
