  • Role Overview We are seeking an experienced, site-based Site Agent who takes full responsibility for running a civil or building construction site: driving production to programme, keeping complete site records, controlling quality, managing the relationship with the Engineer, leading the site workforce, and preparing accurate monthly payment certificates. Prepare and update construction programmes, 3-week look-aheads and daily/weekly production targets. Allocate labour, plant and materials efficiently; track actual output against planned rates. Coordinate subcontractors and suppliers; manage procurement lead times for materials and identify delays early with recovery plans. Site Records and Administration: Keep complete, accurate site records: site diary, daily labour and plant returns, delivery records, weather and delay records. Maintain drawing registers, instruction registers and correspondence files. Record and substantiate variations, dayworks, delays and potential claims with contemporaneous evidence. Produce weekly and monthly progress reports. Quality Control: Implement the project Quality Control Plan, inspection and test plans (ITPs) and hold points. Arrange and record testing (compaction, concrete cubes, materials) and act on non-conformances. Ensure work is built to drawings and specification the first time, minimising rework. Compile quality files and as-built information for handover. Liaison with the Engineer and Client: Act as the contractor's main point of contact on site with the Engineer / Employer's Agent and their site staff. Attend site and technical meetings. Handle site instructions, RFIs, drawing queries and approvals professionally. Issue contractual notices (delays, variations, claims) within contract time bars (GCC 2015, JBCC, NEC, or FIDIC). People Management: Lead, motivate and discipline the site team and workforce fairly and consistently. Manage attendance, overtime, time sheets and productivity. Handle employee relations issues in line with the Labour Relations Act, BCEA, and company procedures. Manage local labour, community liaison officer (CLO) and community expectations. Monthly Payment Certificates & Cost Control: Measure work done and prepare monthly payment certificates / valuations, including quantities, variations, escalation and materials on site. Agree measurements with the Engineer's representative and follow certificates through to approval. Reconcile materials and track site costs against budget; report cost-to-complete and assist with final accounts. Health, Safety and Environment: Ensure compliance with the OHS Act and Construction Regulations 2014, the site health and safety plan and environmental management plan. Lead a proactive safety culture: toolbox talks, risk assessments, incident reporting and investigation.   • Qualification: National Diploma (or Advanced Diploma / BTech) in Civil Engineering or Construction Management. Certified copy required. Experience: Minimum 5 years' construction experience, of which at least 3 years as a Site Agent running sites independently. Track Record: At least 2 projects completed as Site Agent, delivered on or near programme and budget, with verifiable references. Payment Certificates: Demonstrated experience personally preparing monthly measurements and payment certificates and getting them approved by the Engineer. Engineer Liaison: Direct experience working with a consulting Engineer / Employer's Agent under a recognised form of contract. People Management: Proven experience managing a site workforce of 30+ people, including discipline and labour relations. Driver's Licence: Valid Code B (EB) licence and own reliable transport. Computer Literacy: MS Excel, Word and Outlook; able to read and work from construction drawings. Advantageous Skills & Qualifications
  • Registration with SACPCMP (Candidate/Professional Construction Manager/Project Manager) or ECSA (Candidate/Professional Engineering Technologist/Technician). Working knowledge of GCC 2015, JBCC, NEC or FIDIC, including notices, variations and claims. Experience on public-sector projects (municipal, provincial, SANRAL, water boards) with CIDB, EPWP and local labour requirements. Programming software: MS Project. Estimating / costing proficiency. SAMTRAC or other recognised health and safety training. Setting-out and levelling ability (total station, dumpy level).   • Production Drive: Results-focused; pushes output daily and does not accept avoidable delays. Leadership: Firm but fair; earns respect from labour, foremen and subcontractors. Organisation: Disciplined about paperwork and records, even under pressure. Communication: Clear and professional in writing and in meetings with the Engineer and client. Problem-Solving: Resolves technical and site issues quickly and practically. Commercial Awareness: Understands how measurement, variations and cost control affect profit. Integrity & Safety: Honest reporting; will not compromise on quality or safety. Resilience: Handles long hours, remote sites, community issues and tight deadlines. Recruiter Screening Guide Knock-out Criteria (Screen out early):
  • No National Diploma (or higher) in Civil Engineering or Construction Management. Never held the Site Agent role with full site responsibility (Foreman or Site Engineer only). Has never personally prepared monthly payment certificates. Cannot give contactable references from previous Contracts Managers or Engineers. Key Screening Questions for Interviews:
  • List your last three projects: client, Engineer, contract value, duration, scope and your role. Were those projects finished on time? If not, what caused the delay and what did you do about it? Walk me through how you prepare a monthly payment certificate, from measurement to approval. Which form of contract have you worked under, and when did you last issue a contractual notice? How do you keep site records, and what records would you rely on to support a claim? Describe a quality failure on your site and how you corrected it. How many people have you managed on site, and how have you handled a disciplinary or labour dispute? Tell me about a disagreement with the Engineer and how it was resolved.
